The Assistant Director of Transportation

 

As Assistant Director of Transportation, leads planning for a complex system of pupil transportation services, to include home-to-school transportation, field and athletic trips, and all supplementary services supporting the Division. Responsible for direct supervision and management oversight of designated Transportation office staff functions and personnel, to include routing and transportation analysis, special needs transportation and equipment planning and training. Responsible for analyzing demand for all pupil transportation services and developing solutions (routes, drivers, vehicles) to meet Division efficiency and effectiveness goals. Conducts transportation analysis and develops reports for the Director, Superintendent, School Board, and Virginia Department of Education. Provides leadership and management for the Transportation Program Manager - Special Needs, the Transportation Program Manager - Routing and Trips, and the Training Specialists.


Essential Functions:
  • Leads planning for a complex system of pupil transportation services, to include home-to-school transportation, field and athletic trips, and all supplementary services supporting the Division (pre- and post-school activities, work-study, inter-school shuttles, etc.);
  • Trains, supervises, and evaluates subordinates; Develops routes and vehicle recommendations for efficient and effective pupil transportation, to include the primary home-to-school mission and all supplementary programs (pre-and post-school activities, work-study, inter-school shuttles, etc.);
  • Develops and analyzes pupil transportation system performance data for the purpose of completing the annual pupil transportation report to the Virginia Department of Education;
  • Works with the Director in the implementation of Continuous Quality Improvement programs across all Transportation Services;
  • Works directly with Division officials to conduct analysis in support of the Director of Transportation’s participation in the Division’s Long Range Planning Advisory Committee;
  • Works with the Director to lead Department public affairs and strategic communications efforts within the community, the Division, and the Transportation Department;
  • Coordinates, as required, within Division to maintain pupil data required for transportation planning, to include requirements for special education pupils;
  • Oversees the training of all school bus drivers and ensures the compliance with all State DOE and Federal regulations (for all regular and special education training);
  • Supervises the professional training of drivers and staff (for all positions and all regular and special education training);
  • Evaluates road conditions and makes recommendations regarding school closings due to weather and emergencies;
  • Provides indirect supervision of special education drivers and assistants, trips administrator, and routing analysts;
  • Performs other tasks as assigned.
Knowledge, Skills and Abilities:

Knowledge of state and local laws and regulations regarding pupil transportation, compensation; ability to collect and analyze data to recommend actions to be taken; ability to analyze data; ability to communicate effectively both orally and in writing; and the ability to use effective presentation skills when addressing a diverse group of stakeholders, to include the use of clear and legible visuals and articulate and audible speech. Knowledge of routing and planning and adult learning techniques. Ability to supervise the work of others; ability to establish and maintain effective working relationships with stakeholders at all levels, both inside and outside of the organization. Knowledge of procedures for safe storage and integrity of all public and confidential school records, ensuring that personnel and student record keeping procedures comply with State and Federal Law and District Policy. Strong time management, planning, and organizational skills are essential. Must also possess the ability to use or learn to use variety of computer software applications and programs, such as Excel, Access, Word, PowerPoint, Outlook, statistical analysis programs, and student information system databases.


Education and Experience:

Any combination of education and experience equivalent to graduation from a four year accredited college or university and a minimum of five years related experience, including supervisory experience required. Prior experience in pupil transportation or fundamental experience in transportation is preferred. Must have a valid Virginia’s driver’s license. CDL Preferred.


Physical Conditions and Nature of Work Contacts:

Administrative work typically in an office setting. Frequent walking and some lifting of light objects. Regular use of computer and ability to operate a vehicle for meetings outside the office and community. Occasional work outside the normal duty hours may be necessary. Frequent contacts made at all organizational levels (internally and externally) for purpose of achieving organizational goals and mission.


Evaluation:

Performance will be evaluated on the ability and effectiveness in carrying out the above responsibilities.
