The Learning & Development Manager

 

The Albemarle County Department of Human Resources is actively recruiting a Learning & Development Manager to join our team. The successful Learning & Development Manager will oversee the planning, coordination and implementation of the organization's training and development programs. Evaluates Albemarle County Government training needs and develops comprehensive programs that address identified needs and organizational goals and objectives. Conducts supervisory, leadership and professional development programs for entry, first-line supervisors, staff and management level employees. Conducts needs analysis for training, skill development and skill assessment. Motivates management to champion training and organizational development initiatives. Possesses comprehensive knowledge of HR practices and procedures and employment laws. Stays abreast of new trends and innovations related to organizational development and training. Bachelor's degree from four-year college or university with major work in business or public administration, human resources, adult education, or related field; Masters in organization and training development desired; five to eight years related experience and/or training in the development and implementation of an organization-wide training program; or equivalent combination of education and experience. Professional Human Resource Certification issued by IPMA-HR or Society of Human Resource Management (SHRM) and/or Certification from the Association for Talent Development (APTD or CPTD) is desired.

 

The Expectations

 

Essential functions and responsibilities of Learning & Development Manager include, but are not limited to, the following:

  • Evaluates Albemarle County Government training needs and develops comprehensive programs that address identified needs and organizational goals and objectives
  • Conducts supervisory and job skills training for entry, first-line supervisors, staff and management level employees, conducts new employee orientation for all newly hired employees
  • Coordinates learning and development programs with organizational leaders and learning professionals who work in various agencies; establishes strong partnerships with both internal and external stakeholders
  • Analyze training opportunities and determine desired performance results; evaluate program effectiveness and ensure that programs support the organization's overall strategy
  • Provides internal coaching and consulting to the organization; facilitates key meetings and workshops
  • Collaborates within the functional areas of Human Resources to develop and enhance programs for performance management, diversity awareness and compliance training
  • Manages and oversee the organizations Tuition Assistance Program
  • Maintain, oversee and add content to LMS system
  • Coordinates and develops training calendars, schedules, and courses
  • Develops and maintains training manuals, reference library, training technology and other educational materials
  • Conducts training sessions utilizing various methods including lecture, role playing and other methods as may be appropriate
  • Writes requests for proposals, interviews and recommends training consultants
  • Conducts follow-up communication with training participants and management to evaluate and facilitate transfer of learning to the workplace
  • Trains and supports employee trainers; manages relationships at all levels of the organization
  • Serves on employee committees
  • Designs methods to evaluate the effectiveness of learning programs, maintains files related to employee training
  • Prepares, manages and monitors program budgets; monitors expenditures for staffing, equipment, materials and supplies

Performs related tasks as required.

 

Supervisory Responsibilities

 

Supervises HR Learning Specialist. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

 

THE QUALIFICATIONS

 

Education and Experience

 

Strong interpersonal and organizational skills and communication skills. Ability to develop strong relationships at all levels of the organization with a high level of business acumen; think strategically and understand business plans.  Bachelor's degree from four-year college or university with major work in business or public administration, human resources, adult education, or related field; Masters in organization and training development desired; five to eight years related experience and/or training in the federal, state, or local government development and implementation of an organization-wide training program; or equivalent combination of education and experience. Professional Human Resource Certification issued by IPMA-HR or Society of Human Resource Management (SHRM) and/or Certification from the Association for Talent Development (APTD or CPTD) is desired.                             

 

Knowledge, Skills and Abilities

 

Outstanding oral communication skills; knowledge of adult learning principles; ability to make effective presentations and lead/facilitate onsite and virtual training; ability to establish and maintain effective working relationships with County employees and work effectively with all levels of staff; excellent problem solving, customer service and communication/interpersonal skills; master level proficiency with PCs and Microsoft Office Suite: Microsoft Outlook, Teams and Calendar. Requires at least a minimum level of experience with e-learning tools, website creation software such as Microsoft FrontPage and graphics packages such as Adobe Photoshop or InDesign.

 

LANGUAGE SKILLS

 

Ability to read, analyze, and interpret complex documents. Ability to make appropriate recommendations. Ability to respond effectively to sensitive inquiries or complaints orally and in writing. Ability to make effective presentations to management, employees, public groups, and/or boards of directors. Ability to resolve conflicts.

 

REASONING ABILITY

 

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret a variety of instructions and deal with several abstract and concrete variables.

 

CERTIFICATES, LICENSES, REGISTRATIONS

Possession of human resource professional certification from IMPA-HR, SHRM or HR Certificate Institute is preferred.

 

Must possess a valid appropriate driver's permit issued by the Commonwealth of Virginia.

THE SALARY RANGE

 

The hiring range for this position is $62,068 - $74,482 per year. Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
