The HR Manager

 

The Albemarle County Department of Human Resources is actively recruiting a HR Manager to join our team. The Human Resource Manager provides assistance in planning, administering, managing and evaluating a variety of human resources activities that include development of policies, employment, employee relations, and workplace services for Albemarle County Government. Oversees the recruitment, onboarding, and employee relations activities performed by HR Professionals through coaching, counseling and evaluating team members.

 

The Expectations

 

Essential functions and responsibilities of HR Manager include, but are not limited to, the following:

  • Manage and lead Human Resource professionals in the day to day delivery of HR services, including FMLA Administration, corrective and disciplinary actions,  recruitment and employee relations;
  • Assist with the development of strategies for performance management, employee communications, compliance training, and other human resource functions that support the goals and objectives of the department;
  • Analyze and interpret personnel policies, procedures and guidelines, as well as, review, edit and provide guidance on written documents of HR team including disciplinary documents and investigation reports;
  • Respond to escalated employee concerns. Investigate and research sensitive issues and bring to resolution in a timely manner.
  • Ensures that all personnel practices are in compliance with state and federal laws and regulations, and Boards policy;
  • Analyzes data from reports to determine future programs, tools, and process changes;
  • Participates in cross-functional teams, as assigned;
  • Serves as back-up to the Director of Human Resources;
  • Represent the County at VEC unemployment hearings. This responsibility includes preparing to defend the County’s position, understanding the laws pertaining to unemployment compensation and presenting the total unemployment case to include witness testimony;
  • Provides input to HR budget, as well as monitors, estimates, and plans for future needs;

Performs related tasks as required.

 

THE QUALIFICATIONS

 

Education and Experience

 

Bachelor's degree from four-year college or university with major work in human resource management, industrial psychology, business or public administration or related field; eight years of related federal, state or local government experience and/or training in human resources and administrative management; or equivalent combination of education and experience. Professional Human Resource Certification issued by IPMA-HR or Society of Human Resource Management (SHRM) desired.

 

Knowledge, Skills and Abilities

 

Comprehensive knowledge of the principles and practices of human resource management; Thorough knowledge of the performance management, compensation and benefits, and employee evaluation methodologies; ability to analyze and solve complex human resources problems; ability to communicate complex ideas effectively, both orally and in writing; Understanding of employee development and professional growth; comprehensive understanding of state and federal and local employment laws and regulations and the application thereof; sound knowledge of automated HR information systems through the use of a PC; intermediate software skills, including Microsoft Office Suite and HR information systems; ability to maintain confidentiality of employee information.

 

LANGUAGE SKILLS

 

Ability to read, analyze, and interpret complex documents. Ability to make appropriate recommendations. Ability to respond effectively to sensitive inquiries or complaints orally and in writing. Ability to make effective presentations to management, employees, public groups, and/or boards of directors. Ability to resolve conflicts.

 

REASONING ABILITY

 

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret a variety of instructions and deal with several abstract and concrete variables.

 

CERTIFICATES, LICENSES, REGISTRATIONS

 

Possession of human resource professional certification from IMPA-HR, SHRM or HR Certificate Institute is preferred.

 

Must possess a valid appropriate driver's permit issued by the Commonwealth of Virginia.

 

SUPERVISORY RESPONSIBILITIES

 

Supervises approximately 1-3 employees leading the collaborative work of the HR Consultant, Recruiter and Specialist III. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

THE SALARY RANGE

 

The hiring range for this position is $66,594 - $79,912 per year. Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
