GENERAL DEFINITION OF WORK:

Serves to increase student and family engagement of English Learners (ELs) in Albemarle County Public Schools (ACPS). Represents the ESOL Office in the school division as well as within the local community. Supports the development of service plans for students enrolled in the International and English for Speakers of Other Languages (ESOL) Program; may also help identify and help enroll students in the Families in Crisis Program and/or the Migrant Education Programs. Case management includes parental involvement and education, supporting families in addressing concerns between home and school, and addressing social work needs pertaining to school success. Assumes leadership role in promoting cultural understanding amongst school staff and community agencies to better engage students and families, including the Interpretation/Translation process for ACPS.


ESSENTIAL FUNCTIONS:
  • Works collaboratively with the ESOL department and division schools to assist ELs in educational placement and acclimation;
  • Works collaboratively within multiple systems inclusive of students, schools, and families;
  • Helps families address social work needs pertaining to school success, such as eye exams, school supplies, enrichment opportunities for students, and connections to community services;
  • Supports schools, students, parents, and community resources by utilizing specialized skills in Spanish language and cultural knowledge to enhance the service of ELs;
  • Assists and supports students and families in their use of school and community resources; Helps families build bridges between home and school;
  • Provides tools for students and schools to address areas of need and advocates for students in the educational process;
  • Recruits, engages, and provides services to families on a voluntary basis through school and other referrals;
  • Convenes and supports school case management/transition teams;
  • Plans and implements processes for parental involvement with the school system through the use of a variety of educational and collaborative events;
  • Designs and teaches parent/guardian programming and Family Literacy programs;
  • Helps assess the strengths and needs of students, and counsels staff and students in the development of a comprehensive service plan that addresses, academic, social-emotional, and mental health plans based on these assessments;
  • Participates in the identification of social problems and advocates for the development of needed resources;
  • Creates and facilitates adolescent support groups, and seeks funding sources;
  • Maintains professional confidential case records according to state and federal law and policy; Provides accurate and timely entries into the required information systems;
  • Attends and participates in related departmental and faculty meetings and training;
  • Promotes growth and job enhancement through participation in professional development activities, and disseminates relevant information to ESOL staff and teachers;
  • Trains and coaches ACPS interpreters and translators and manages the use of simultaneous interpretation hardware and booking of interpreters and translators for division-wide messaging and meetings;
  • Performs related work as required;
KNOWLEDGE, SKILLS AND ABILITIES:

Extensive knowledge of educational and social challenges faced by ELs and their families; knowledge of child development and parenting practices; considerable knowledge of social institutions and the methods of the helping process; considerable knowledge of individual and group behavior; ability to identify social problems and needs and to assess the ability of individual and families to utilize services in problem solving; acceptance of rights, responsibilities, and differences of others, ability to work effectively through counseling and other methods with individual and families in helping them solve their problems; ability to exercise sound discretionary judgment in pressured or conflicted situations; ability to work independently the majority of the time; ability to plan and organize work; ability to understand and interpret laws, policies and regulations; ability to communicate and establish effective working relationships with families, co-workers, professional and technical staff, social agencies, schools, and the general public; ability to prepare reports and maintain records; ability to utilize software, such as Microsoft Office and Google Suite


EDUCATION AND EXPERIENCE:

Any combination of education and experience equivalent to graduation from an accredited college or university with major work in social work, psychology, health, child development, or a related field and three years of related experience required. Master’s Degree in a related field and extensive experience in building partnerships among families, schools, and communities preferred. SPECIAL REQUIREMENTS: Near-native or native fluency in Spanish. Possession of a valid appropriate driver's permit issued by the Commonwealth of Virginia.


PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS:

Administers work for the public, typically in family homes or a school setting, often in remote rural areas. Frequent contact with families and coordination with other public and private agencies (i.e., schools, clinics, etc.) is required. Involves frequent walking, standing, and lifting/carrying books and boxes of materials. Also involves driving distances of 100 miles or more in one day and working in extreme temperatures during home visits. Must be willing to work beyond regular working hours.
