GENERAL DEFINITION OF WORK:

Working under general management direction, performs and manages complex and specialized work related to compensation, timekeeping, and benefits as inputs for payroll processing.  Leads, coordinates, and supports colleagues to ensure payroll procedures are followed and maintains accurate data submissions into timekeeping and HRIS software.  This role also coordinates payroll-related troubleshooting efforts. 


ESSENTIAL FUNCTIONS:

  • Serves as primary liaison with the payroll department;
  • Responsible for data submission quality and vendor uploads;
  • May investigate and troubleshoot pay-related matters subsequent payroll reconciliation;
  • Leads change-management efforts with human resources to support payroll process efficiency and accuracy;
  • Investigates pay-related errors, when necessary;
  • Provides system and payroll-related expertise to assist in the implementation of new pay and/or benefits programs;
  • Provides guidance to office staff and management on procedures and policies related payroll and benefits systems and vendors;
  • Identifies and keeps department management appraised of emergent issues and application of local, vendor, federal, and state requirements;
  • Assists in conducting and providing HR reports and analyses; Investigates and prepares reports on special problems;
  • Uploads mass changes to HRIS and vendor systems;
  • Assists with group presentations explaining details of specified payroll, and payroll system practices;
  • Maintains ongoing communications with employees, managers, providers, consultants, and insurance carriers; Explains employee programs and policies, assists in planning workshops and assists in preparation of communication materials;
  • Performs other duties as required

KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge of human resources/payroll information systems. Advanced software skills including Microsoft Office Suite and HR information systems. Ability to maintain confidentiality of employee information. Thorough knowledge of benefits and compensation. General knowledge of comprehensive human resource and/or payroll/accounting functions; ability to manage daily operations autonomously. Ability to communicate effectively both orally and in written form; Ability to leverage technology to streamline processes; Ability to establish and maintain effective working relationships with employees and family members, retirees, payroll, officials, agencies, general public, vendors, providers and consultants.


EDUCATION AND EXPERIENCE:

Any combination of education and experience equivalent to graduation from an accredited four-year college or university with major work in accounting, business, human resources, public administration, or related field; four years of experience of a responsible nature in the area assigned. Experience in the use of computers, Microsoft office applications, and HRIS/database systems required.


PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS:

Work is typically performed in an office setting with occasional extended periods of time at computer terminals. Occasional visits to off-site school and county locations are required. Occasional program necessity requires working hours beyond set hours and days. Frequent telephonic and occasional personal contact with Department Heads, Principals, employees, internal and external organizations and vendors, is required. Communication may require tact and discretion and cover confidential, sensitive, or controversial material.


EVALUATION:

Performance will be evaluated on the ability and effectiveness in carrying out the above responsibilities.
