The Albemarle County Public Schools Department of Human Resources is actively recruiting an experienced Talent Acquisition Program Manager to join our dedicated team of HR professionals. The successful candidate will be responsible for creating talent acquisition strategies and best practice recruiting programs to hire high quality, diverse instructional and support staff for Albemarle County Public Schools (ACPS). This position performs leadership work enhancing and developing the organization’s ability to attract top talent to support the strategic plan, vision, and mission of ACPS.

The Expectations 

Essential functions and responsibilities of Talent Acquisition Program Manager include, but are not limited to, the following:

  • Collaborates with senior leadership and Employee Services to develop and implement an ACPS talent acquisition strategy, to include targeting hard to fill areas.
  • Coordinates with Program Manager-Diversity and Inclusion to seek out and implement best practice talent acquisition practices, including developing diverse, high quality talent pipelines and talent incubator programs.
  • Partners with the HR Business Partners to obtain talent specific to meet Client Group needs. 
  • Oversees and manages the full recruitment process including but not limited to:  posting job opportunities, collecting and reviewing applications, and facilitating interviews.
  • Ensures compliance with relevant State and Federal regulations, including but not limited to regulations issued by the U.S. Equal Employment Opportunity Commission (EEOC) and Department of Labor (DOL).
  • Ensures that recruitment and employment practices and School Board policies are aligned.
  • Collaborates with Program Manager-Diversity and Inclusion to develop relationships to identify quality talent.
  • Maintains and socializes talent acquisition dashboard of metrics.
  • Implements and maintains technology solutions to provide “just in time” status to leaders and potential members of the team current status of their application.  
  • Partners with Program Manager-Diversity and Inclusion and Program Manager- Talent Retention to report talent acquisition status and turnover to the ACPS Board, senior leadership and Employee Services on a routine basis.
  • Manage talent acquisition staff to include: recruiting, interviewing, hiring, providing constructive and timely performance feedback, facilitating professional development, growth and certification activities.
  • Works with other Centers of Expertise (Compensation, Benefits and Learning) and Talent Retention to develop strategies to retain ACPS team members and provide flexible employment options for ACPS team members.

Performs related tasks as required.

 

THE QUALIFICATIONS

 

Education and Experience

 

Bachelor's degree from an accredited undergraduate program with major work in business or human resources as well as a minimum of four years of human resources program, program management or other recruitment-related experience required. Masters degree and SHRM-SCP- level HR certification preferred. Supervisory experience and experience working with K12 preferred. Any appropriate combination of education and experience may be considered.

 

Knowledge, Skills and Abilities

 

Serves as a role model for leadership practices and teamwork. Thorough knowledge of the principles, practices, and techniques of public or business administration. Ability to analyze and solve complex human resources problems.  Ability to communicate complex ideas effectively both orally and in writing; ability to make effective presentations. Knowledge of and ability to implement best practice talent acquisition strategies. Thorough understanding of state and federal employment laws and regulations. High proficiency in the ACPS Employee Service Human Resources Information System (HRIS) applicant tracking and related talent acquisition software. Ability to plan and organize; ability to devise detailed procedures; ability to establish and maintain effective working relationships; ability to lead staff teams in analyzing data and developing solutions. Ability to maintain confidentiality of employee information. Excellent time management skills with a proven ability to meet deadlines. Strong leadership skills. Ability to adapt to the needs of the organization and employees.  Ability to prioritize tasks and to delegate them when appropriate.

 

 

 

THE SALARY RANGE

The hiring range for this position is $68,500 - $100,000 per year. Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA exempt position.
