The HR Manager – Systems Management
The Albemarle County Department of Human Resources is actively recruiting a Systems Management to join our team. The successful HR Manager – Systems Management will evaluate, analyze, manage and maintain Albemarle County’s systems to include Human Resource Information Systems (HRIS) and Kronos, ensuring compliance with current Human Resources policies, guidelines and applicable law. Identifies new software products and serves as the project manager during implementation and upgrades. Plans, develops, analyzes and prepares studies and research projects in all areas of the human resources function. Provides support, statistical information and research for the compensation function. Partners with representatives in Management & Budget, Information Technology and Project Management on HRIS configurations.
The Expectations
Essential functions and responsibilities of HR Manager – Systems Management include, but are not limited to, the following:
- Manages, coordinates and oversees the HRIS function. Reviews work plan and makes recommendations for improvements. Provides technical information and guidance to Finance Information Technology and Budget on interrelated systems. Troubleshoots and assists with problem resolution as needed.
- Maintains internal database files and tables, and develops and runs custom reports to meet Albemarle County and departmental requirements. Verifies the accuracy of the data and ensures compliance with all applicable laws and policies. Maintains and modifies the HRIS to ensure that authorized positions align with the approved budget.
- Researches and analyzes compensation practices in the job market; gathers and provides data for compensation surveys and/or develops and implements custom surveys as appropriate. Provides routine support to the Human Resources staff regarding the implementation and interpretation of compensation policies, guidelines, and procedures. Performs specialized research studies on a range of compensation topics as assigned; analyzes and interprets data and prepares summary reports. Conducts the annual compensation survey and provides recommendations on salary changes and reclassifications. Updates the salary schedules as appropriate.
- Acts as the primary custodian of the Human Resources records and files. Maintains records and supporting documents pertaining to human resources studies; reviews and analysis, performance appraisal system and projects. Maintains electronic filing system. Verifies the accuracy of the data and ensures compliance with all applicable laws and policies.
- Participates in budget process by compiling and providing cost information to departmental or senior management and other staff; and analyzing information for management reports. Maintains internal budget tracking spreadsheet and performs monthly reconciliations with the budget system.
- Identifies, writes and implements HRIS policies and procedures; develops user guides and system documentation and conducts training on HRIS processes.
- Identifies ways to utilize technology to supplement training in an effort to reach a large number of employees.
- Coordinates with the Website Manager to maintain accurate information on the Human Resources webpages.
- Performs other related duties as required.
- Advises management on pay issues in partnership with HR Manager – Total Rewards.
- Assists in the integration of compensation and reward systems with other HR and end-user systems.
Performs related tasks as required.
Supervisory Responsibilities
Supervises the HR Analyst - Kronos. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
THE QUALIFICATIONS
Education and Experience
Bachelor's Degree in Management Information Systems, Computer Science, Human Resources or related field is required. Four years of progressively responsible experience in Human Resources or Information Technology to include some experience in design and development with information technology systems (i.e. windows, spreadsheets, database and presentation software) required. Local government experience preferred. Experience with implementing and/or maintaining electronic employee data and filing, records management, applicant tracking, performance and time management systems is required. Experience with Laserfiche, and KRONOS preferred. Some compensation experience required. Extensive knowledge of principles and practices in the human resources field; knowledge of local government organization and operation; ability to design, analyze, and implement policies, procedures, and programs. Must possess excellent oral and written communication skills. Must be able to write clearly and concisely. Must be able to establish and maintain effective and harmonious working relationships with staff members and all levels of Albemarle County employees. Any appropriate combination of education and experience may be considered. Professional Human Resource Certification issued by IPMA-HR or Society of Human Resource Management (SHRM) desired.
Knowledge, Skills and Abilities
Thorough knowledge of the principles, practices, and techniques of public or business administration. Thorough knowledge of compensation methodologies salary administration. Ability to analyze and solve complex human resources problems. Ability to communicate complex idea effectively both orally and in writing. Thorough knowledge of cost/benefit, forecasting and statistical techniques; ability to devise detailed procedures and methodology. Understanding of state and federal employment laws and regulations. Sound knowledge of automated HR information systems through the use of PC. Intermediate software skills including Microsoft Office Suite and HR information system. Ability to devise detailed procedures and methodology, ability to plan, organize and ability to communicate complex ideas effectively, both orally and in writing; ability to establish and maintain effective working relationships Ability to maintain confidentiality of employee information.
LANGUAGE SKILLS
Ability to read, analyze, and interpret complex documents. Ability to make appropriate recommendations. Ability to respond effectively to sensitive inquiries or complaints orally and in writing. Ability to make effective presentations to management, employees, public groups, and/or boards of directors. Ability to resolve conflicts.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret a variety of instructions and deal with several abstract and concrete variables.
CERTIFICATES, LICENSES, REGISTRATIONS
Possession of human resource professional certification from IMPA-HR, SHRM or HR Certificate Institute is preferred.
Must possess a valid appropriate driver's permit issued by the Commonwealth of Virginia.

THE SALARY RANGE
The hiring range for this position is $66,594 - $79,912 per year. Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
