The Human Resources Generalist III performs professional duties in proactively enhancing an effective human resources program. Areas of responsibility may include recruitment/selection, performance management and merit, benefits administration, employee relations, annual staffing, training, strategic planning, and other generalist duties as assigned. The Generalist position may serve the School or Local Government divisions and the below duties may apply to a particular division but it is often common to perform those duties of the other division in the spirit of teamwork. Work is performed under the supervision of the Assistant Director/Director of Human Resources.  Essential functions include, and are not limited to the following:

  • Responsible for managing recruitment process for positions and aspects of new hire processing;
  • Responsible for administering aspects of the performance management and merit programs and processes;
  • May be responsible for event and activity coordination;
  • May be responsible for the processing of employee status changes
  • Provide support for data services to include analysis and recommendations for complex data driven solutions;
  • Responsible for responding to all inquiries but not limited to: employee relations concerns, FOIA requests, FMLA, FLSA, Title VII, ADA, policies, and worker’s compensation questions;
  • Primary Business Partner contact for assigned client groups;
  • Provide expert tactical guidance on people/organizational issues;
  • May provide strategic planning guidance as it relates to Human Resources-related issues, concerns, opportunities;
  • Provides guidance and consultation to client groups to ensure proper advice, discipline, counseling and mediation occur;
  • Responsible for oversight of investigations and various other personnel-related issues;
  • Provides recommendations for programs, policies, practices and processes associated with meeting the strategic and operational employee issues of the client group and organization;
  • Provides oversight for performance management and development programs for assigned areas of responsibility;
  • Ensures that all personnel practices are in compliance with state and federal laws and regulations, and Board policy;
  • May analyze data from reports to determine future programs, tools, and process changes;
  • Participates in cross-functional teams, as assigned;
  • May serve as back-up to the Assistant Director of Human Resources as assigned;
  • May represent the County at VEC unemployment hearings. This responsibility includes preparing to defend the County’s position, understanding the laws pertaining to unemployment compensation and presenting the total unemployment case to include witness testimony;
  • Responsible for identifying, monitoring, analyzing, and recommending solutions to complex problems;
  • Maintains a strong communication program for employees to include field visits, information disbursement and effective presentations;
  • Develops graphic presentations utilizing HRIS, PowerPoint and other appropriate software technology;
  • Performs computer functions on P.C. applications for development of meaningful spreadsheets, data analysis culminating in data driven recommendations;
  • Performs other duties as required.

QUALIFICATIONS:  Any combination of education and experience equivalent to graduation from an accredited college or university with a bachelor’s degree in a related area and five (5) years of Human Resources experience. Certification as a Senior Professional in Human Resources (SPHR), Certified Compensation Professional (CCP), and Master's degree in a related area is preferred. Expert knowledge of personal computers and applications related to spreadsheets, word processing, database management and analysis.

Comprehensive knowledge of HR practices and employment laws, procedures, HRIS and general computer skills; thorough knowledge of departmental functions, organization and policies; comprehensive knowledge of business English and spelling; ability to establish harmonious working relationships with others; ability to work under pressure; ability to organize and perform work independently; ability to deal effectively with other employees and the general public.

 

PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS:  Work is typically performed in an office setting with occasional extended periods of time at computer terminals. Frequent visits to off-site school and county site locations are required. Occasional program necessity requires working hours beyond set hours and days. Communication may not be cooperative in nature and requires tact and discretion. Frequent telephonic and personal contact with Department Heads, Principals, applicants, internal and external organizations at County and State level, employees and the general public is required.

 

SALARY:  $52,348 - $68,898 annual equivalent      

Internal candidates will receive pay adjustments in accordance with County School Board Policy, GCBA-R.
