Senior  Procurement Specialist  Position

 

The Albemarle County Department of Finance is actively recruiting a Sr. Procurement Specialist to join our team. The successful candidate will direct the day to day work of the Division’s procurement staff.  The primary responsibilities of the Sr. Procurement Specialist will be the procurement of goods, non-professional and professional services, as well as construction and insurance. Work is performed under the general supervision of the Purchasing Agent. Supervises subordinate Procurement positions.

 

 

The Expectations

 

Essential functions and responsibilities of the Senior Procurement Specialist include, but are not limited to, the following:

  • Directs the day to day work of the Division's procurement staff;
  • Interprets applicable purchasing regulations, rules, procedures, codes and laws for departmental staff and end users’
  • Completes procurement process using formal and informal methods, from solicitation development to award of contract, for spot and term contract purchases of complex goods, services, construction and insurance;
  • Drafts formal contracts when required;
  • Recommends to the Purchasing Agent updates to the County’s solicitation templates and contract templates based on best practices and/or as require by Code changes;
  • Research, approval (or denial) and public posting of sole source and emergency procurements
  • Provides timely, accurate and responsive procurement support to County departments as needed and assists County personnel in planning and scheduling purchases and preparing forecasts for budget purposes;
  • Authorizes purchase orders on behalf of County in the absence of the Purchasing Agent;
  • Contract administration, reviewing, evaluating (including auditing) and resolving complaints from departments and vendors, and handling contract amendments and contract renewals;
  • Consult and provide support to decentralized buyers;
  • Act as back-up to Purchasing Agent;
  • Provides guidance to Purchasing and Accounting staff to ensure proper accounting for and reporting of fixed assets;
  • Performs other related duties as assigned.

 

The Qualifications

 

Education and Experience

Any combination of education and experience equivalent to graduation from an accredited college or university with a Bachelor’s Degree in Business Management/Administration, Marketing, Purchasing, or related area, combined with at least five (5) years increasingly responsible professional purchasing work in the public sector (local government and schools), including experience in the complex procurement of goods and services and as a supervisor.

 

Experience with an ERP system preferred, specifically with purchasing and inventory modules. Also prefer certification as a Virginia Contracting Officer, Certified Professional Public Buyer, Certified Professional Procurement Officer or other professional procurement certification.

 

Knowledge, Skills and Abilities

 

Thorough knowledge of the principles, practices, and techniques relevant to the administration of the Purchasing Division, departmental objectives, procedures, and organization; thorough knowledge of Virginia Procurement Law, and considerable general knowledge of laws, practices and applicable procedures used in public sector purchasing; considerable knowledge of sources of supplies and of services and supplies required by a public sector jurisdiction (local government and schools); demonstrated knowledge of the request for proposal and competitive negotiation process as related to the procurement of services and supplies; extensive knowledge of technical terminology, procedures and equipment; ability to work under pressure; ability to establish and maintain effective working relationships with general public and staff; knowledge of the County’s Purchasing Policy is highly preferred; standard office practices and procedures, equipment, and computer skills including MS

 

Technical Skills: Office Suite products like Word and Excel; excellent oral and written communication skills; detail-oriented with strong organizational skills. ability to interpret and apply policies and procedures; strong mathematical abilities including knowledge and familiarity with using complex spreadsheets and statistical tables; ability to maintain procurement records and prepare reports from such records; ability to make decisions in accordance with regulations and established policies; ability to deal effectively with vendors and negotiate price of goods or services. General knowledge of automated purchasing and inventory systems; experience in a multi-functional fast paced environment; ability to set priorities and perform tasks with little supervision; and the ability to establish effective working relationships with other departments, other officials, vendors, and the general public

 

The Physical Conditions And Nature Of Work Contacts

Conducts work in a sitting position; however, job requires frequent standing, walking, bending, stooping and light lifting up to 30 pounds; requires frequent operation of a variety of office machines; regular contacts made with individuals from (a) other internal organization units, (b) outside organizations or (c) frequent contact with the general public for purposes of exchanging factual information which may require some judgment or interpretation in order to be responsible to questions or applicable to a specific situation; communication with Department Heads/ Principals and staff members of local government and schools on a regular basis is require; frequent contact with vendors and sales persons is necessary; communication is usually cooperative in nature.

 

The Salary Range

 

The salary range for this position is $48,791-$58,549 per year. Starting offer is based on applicable education beyond minimum, experience and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA Non-exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
