The Management Analyst I for the Albemarle County Schools Department of Transportation performs complex professional and administrative work. Performs responsible technical and clerical work to provide detailed financial oversight and budget preparation for the department. Maintains complete and accurate accounting for the Department’s in/outside customers billing. Tracks and maintains Department's contractual services to include vehicle maintenance repair and services. Manages, supervises, coordinates and implements the administration of vehicle expense billings. Incumbent is assigned specific program or project responsibility; work is performed under the general supervision of senior department management; work involves responsibility to research, collect data, analyze, and publish information; assignments involve administrative, operational and organizational development activities; does related work as required. Essential functions include and are not limited to the following:

  • Monitors multiple activity accounts;
  • Verifies expenditures, balances ledgers and reimbursements for county and school-based funds;
  • Codes, copies, and submits invoices to Accounting for payment;
  • Makes regular contact with staff, and other departments for the purpose of exchanging information; may work with auditing staff as required;
  • Informs staff of budgetary and procurement requirement;
  • Responds to questions from staff, regarding status of accounts an budget;
  • Conducts research to gather information to respond to written and verbal inquiries;
  • Reconciles invoice quantities and charges with purchase order information;
  • Enters data into BSO, and other accounting and school-related software systems;
  • Prepares invoices, requisitions, purchase orders, contracts and project orders for signature and processing;
  • Reconciles various accounts and departmental budget monthly and at year-end;
  • Ensures accounts reconcile with County report;
  • Maintains vendor accounts and ensures proper approvals and payments are made on a timely basis;
  • Prepares vendor payments in accordance with standard purchasing procedures;
  • Responds to vendor inquiries a needed;
  • May submit insurance claims and documentation and track expenses as needed;
  • Tracks and reconciles Purchasing Card expenses;
  • Identifies, researches, analyzes and collects data to create statistical reports, and documents
  • Researches and evaluates existing and proposed administrative or operational policies, practices, and techniques
  • Recommends improvements
  • Researches and writes monthly, annual and special reports for the department head
  • Assists in the preparation of departmental budgets
  • Consults with officials of other divisions and departments on matters of mutual interest
  • Follows up and carries out various administrative orders
  • Participates in committee, teams and project groups
  • Works independently and assumes responsibility for projects and programs

QUALIFICATIONS:  Any combination of education and experience equivalent to graduation from an accredited four-year college or university with major work in business or public administration; two years’ experience of a responsible nature in the area assigned.

 

Thorough knowledge of the principles, practices, and techniques of public or business administration; thorough knowledge of the principles, practices, and techniques relevant to the administration of the specific department; thorough knowledge of departmental objectives, procedures, and organization; ability to devise detailed procedures and methodology; ability to plan, organize, and direct the work of others; ability to communicate complex ideas effectively, both orally and in writing; ability to establish and maintain effective working relationships with officials, other employees, and the general public.


PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS:
  Work is typically performed in an office setting with occasional extended periods at computer terminals. Occasional visits to off-site school and county locations is required. Requires working beyond set hours and days. Frequent telephonic and personal contact with Department Heads, Principals, internal and external organizations at County and State level, employees and the public is required. Must be able to perform medium lifting of up to 25 pounds.

 

SALARY: Hiring Range  $17.70 - $21.24 per hour based on qualifications and internal equity

Internal candidates will receive pay adjustments in accordance with County School Board Policy, GCBA-R.
