The Project Manager/Planner performs complex skilled and technical work in support of Feasibility, Programming, Design, and Construction as they relate to the architectural, planning and construction of School projects. Under general supervision, participates and provides support and feedback for Design Teams. Reviews design documents to ensure standards and requirements are met. Manages the electronic and physical database of existing design documentation for School properties. Specific project types may include, but are not necessarily limited to: developing and maintaining design standards documentation, collecting data and managing the Facility Condition Assessment (FCA) database, developing and managing maintenance, safety and small capital projects. Essential functions include, and are not limited to the following:

  • Conduct the daily administration of architectural and construction contracts pertaining to school design and construction projects;
  • Assist in the preparation and updates to the Capital Improvement Plan;
  • Update informational documents (e.g. school plant inventory, design standards, cost data, and facility history data);
  • Develop and maintain the School Division’s Design guidelines and Educational specifications;
  • Performs project management responsibilities for Capital and Maintenance projects;
  • Reviews deliverables for projects and ensures that deliverables are staffed and reviewed by project stakeholders, as required;
  • Coordinates construction documents review and approval through County review processes to ensure timely design and overall project schedule success;
  • Schedules, supervises, and recommends action on all stages of projects to include value engineering studies, peer and constructability reviews, LEED scope develop, and third party estimates;
  • Manages financial data for multiple projects using Excel spreadsheets and/or project management software;
  • Records invoices, change orders, potential change orders and other specified and potential project budget impacts in order to provide real-time project budgeting and reconciles records with Finance to ensure projects are completed within budget;
  • Analyzes, reviews and prepares Change Orders for assigned projects;
  • Timely and effectively communicates relevant project information to superiors and project stakeholders, as appropriate; Communicates sensitive information in a timely manner to prevent harmful repercussions to project stakeholders or the County;
  • Drafts reports of assigned projects and serves as project spokesperson on the behalf of the School Division when assigned projects are presented to the School Board, the Architectural Review Board, or other agencies;
  • Works collaboratively with other County departments and subject-matter-experts, local jurisdictions and utilities organizations in an effort to proactively navigate regulatory and statutory requirements that could negatively impact project budgets and schedules;
  • Manages day-to-day project team interaction and expectations for multiple and/or large-scale projects;
  • Develops maintenance cycles based on existing FCA data, site visits, and collecting information from maintenance staff;
  • Creates needs forecasts based on Facility Condition Assessment data and leads 10-year maintenance plan development;
  • May supervise employees, interns, or temps;
  • Performs related duties as required.

QUALIFICATIONS:  Any combination of education and experience equivalent to a four year degree in architecture, engineering, or related field. Must have four (4 ) years of experience participating in building design and/or construction. SPECIAL REQUIREMENTS: Physical ability to carry (25 lbs.) field equipment, traverse difficult terrain, and maneuver within heavy construction zones. Possession of a valid appropriate driver's permit issued by the Commonwealth of Virginia. 

 

Thorough knowledge of terminology, practices and techniques of general design and construction; general knowledge of computer hardware and software; ability to establish and maintain effective working relationships with co-workers and the general public. Must have the ability and experience to work independently and establish priorities with minimal guidance. Excellent communication skills to interface effectively with staff, consultants, contractors and public. Excellent writing skills appropriate for correspondence, reports, action plans and responses to various County sources, outside agencies and the public.


PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS:
  Tasks involve frequent vehicle operation, extensive walking on construction sites over difficult terrain and steep slopes, and strenuous activities such as climbing over and around structures in various stages of construction. This occasionally involves lifting and carrying moderate weight (15-20 lbs.) objects and is required during adverse weather conditions. At all times, this requires consistent alertness to avoid potentially hazardous situations. Regular contact with the public, staff, construction personnel, county officials, and design professionals while using judgment, tact, and consistent interpretation skills.

 

SALARY: Hiring Range: $52,348 - $62,818 annual equivalent, based on qualifications and internal equity.

Internal candidates will receive pay adjustments in accordance with County School Board Policy, GCBA-R.
