Natural Resources Manager

The Albemarle County Community Development Department is actively recruiting a Natural Resources Manager to join our team! The Natural Resources Manager performs difficult professional work developing, coordinating and administering natural resource protection, conservation and monitoring programs. Performs related work as required.
Essential functions include, but are not limited to, the following:
• Working with County staff, committees, and other organizations, implement the objectives of the County’s Natural Resources Program;
• Working with County staff, committees, and other organizations, periodically review the Natural Resources Program, revising and updating objectives as needed;
• Support the Natural Heritage Committee and coordinate work efforts associated with that committee;
• Assist with the implementation of relevant Comprehensive Plan strategies, including those involving natural resources, water resources, and biodiversity;
• Respond to public requests for information regarding natural resource issues;
• Use GIS to assess the potential impacts to natural resources of projects that require legislative approval (e.g., special use permits, zoning map amendments, etc.);
• Assist with the development and implementation of environmental programs. Provide project management on selected environmental projects;
• Apply principles of conservation biology and watershed science to management strategies;
• On occasion, coordinate with others in Community Development in the review of land use activities and recommend control strategies and best management practices for the protection of natural resources, water resources and biodiversity by providing specialized technical and policy support. Assist with enforcement of the County Water Protection Ordinances. Review and comment on development plans involving it;
• Research and write reports related to specific natural resource issues of interest to the County and its partner organizations;
• Coordinate and conduct natural resource monitoring and modeling activities in conjunction with relevant agencies and volunteer monitoring efforts;
• Coordinate with relevant organizations on educational programs for civic groups, schools and residents to promote the appropriate use, protection, and management of natural resources;
• Maintain information on natural resources management;
• Integrate programs of federal, state, regional, and local agencies involved in natural resource management;
• Represent County interests in federal and state permit and public participation processes;
• Serve as a liaison to regional, state, and federal natural resources management efforts;
• Identify, promote and coordinate funding resources to implement and enhance natural resource management;
• Integrate with other County programs and staff concerning natural resources, water resources and biodiversity;
• Perform related work as required.
Qualifications:
Any combination of education and experience equivalent to graduation from any accredited four-year college or university with a major in a natural resources field (e.g., water resource management, botany, soil science, forestry, etc.), environmental science or policy, land use planning, engineering, or hydrology and experience in natural resource management programs. A Master’s degree in one of the fields listed above is strongly preferred and a minimum of at least three years of professional work in natural resource management or a related field.
Knowledge Skills and Abilities:
Thorough knowledge of the principles and practices of natural resource management, watershed science and conservation biology; knowledge and experience with environmental modeling and GIS applications; general knowledge of the principles and practices of land use planning; general knowledge of the methods, techniques, and equipment used in agricultural, forestal and developmental activities; ability to interpret and analyze technical and statistical information; ability to communicate effectively orally and in writing; ability to establish and maintain effective working relationships with professional colleagues, employees and representatives of other public agencies. Strong communication skills are critical to success, including actively engaging the community on principles of resource management and clarifying County programs.
Physical Conditions and Nature of Work Contacts:
Administrative work in an office, supplemented by regular out of office field work. Frequent walking and lifting of light objects. Requires outside work in different types of terrain and occasional adverse weather conditions. Frequent and regular contacts with other County staff, other governmental staff at the local, state, and federal level, development related firms, interest groups, the public-at-large, the media, and other agencies.
The Salary Range:
The salary range for this position is $52,348.00-$62,818.00 per year. Starting offer is based on applicable education beyond minimum, experience and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA Non-exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
