The Senior Budget Analyst performs difficult professional and analytical work involving the development and implementation of School Division budget and the analysis of budget requests, program proposals, budget estimates; the preparation, issuance and coordination of budget system instructions and procedures; the analysis of operational and administrative policies, work processes, and practices; the monitoring of fiscal resources used in achieving program and operational objectives; the integration of strategic planning goals, objectives and performance targets into the School Division’s budget development and execution efforts; and the analysis, evaluation and tracking of program performance progress and results. Directs the collection, analysis, and reporting of data; and analysis of division- and school-based programs and initiatives. Provides leadership in the development of the many key reports as specified by the School Board and Superintendent. Essential functions include, and are not limited to the following:

  • Review Fiscal Services processes to suggest process improvements, to include training using offline and online outlets.
  • Write, test, train and improve systems.
  • Directs and/or consults with others on the collection and management of data, and submits reports to the Assistant Superintendent and Virginia Department of Education;
  • Directs the review, analysis, and interpretation of data and provides support for development of courses of action for Division and school improvement
  • Supervises development of data for effective monitoring of progress toward division goals and measurable targets
  • Directs review and approval of internal and external research projects;
  • Assists in development and maintenance of division databases; data collection, data management, and production of reports;
  • Prepare and analyze school enrollment projections.
  • Uses appropriate student data base management systems, spreadsheets, and statistical analysis packages for collection and analysis of data.
  • Provide technical direction for fiscal services current and future data warehousing projects and needs;
  • Keeps current of market/technical changes in the data warehouse area and is proactive in responses;
  • Manages the software used for application development;
  • Assists staff with questions and problems on applications as required;
  • Determines, investigates, carries out application problem resolutions until the problem is resolved; meets departmental and organizational deadlines; participates in department's teamwork concept;
  • Performs various other activities as required, including various technical tasks;
  • Provides coordination between various user departments during the implementation of projects to insure both interoperability and common interfaces; provides status reports to supervisor and management;
  • Trains Division instructional and administrative staff on data retrieval and maintenance procedures;
  • Works with various user staff to develop specifications for new programs and systems as well as changes to existing applications.
  • Performs other duties as required.

QUALIFICATIONS:  Any combination of education and experience equivalent to graduation from an accredited college or university with a bachelors degree in Business Administration, Public Administration, Political Science, or related fields; including course work in quantitative analysis, e.g., mathematics, statistics, economics, or accounting; and a minimum of two years of budget preparation and analysis or financial planning and resource allocation experience, preferably in the public sector and/or in local government. A Master's degree may be substituted for one year of the required experience.

 

Knowledge of the principles and practices of public administration, with particular reference to budget formulation, budget execution and appropriation processes, and financial administration practices and methods; Knowledge of statistical and other analytical research procedures and techniques; Knowledge of various database and web development applications; must understand Internet technologies and have worked with a variety of platforms and development tools; data analysis and modeling skills required; database administration experience required; structured development and testing skills required; must possess very strong logical abilities and strong oral and written communications skills. Ability to analyze and evaluate financial information, proposed work programs, and budget estimates; Ability to prepare reports and to present and interpret financial and statistical data in clear and concise form; Ability to exercise initiative and judgment in analyzing organizational and procedural problems of a complex nature, and in making recommendations thereon; ability to deal effectively with people and to establish and maintain effective working relationships with staff, elected officials, and the public; Ability to use a variety of state-of-the-art software packages including word processing, presentation, and spreadsheet programs, database programs, and project management software, and the Internet.

 

PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS:  Works typically sitting in an office with occasional walking, light lifting and other limited physical activities. Regular contact is made with internal departments and senior persons at all levels of the school division. Contacts are usually cooperative, however, require tact and diplomacy. Occasional need to perform urgent tasks to meet organizational deadlines. Work activity after normal duty hours and occasional weekend duties are necessary on occasion. Occasional travel to visit program operations sites, other agencies, and to state and regional meetings is necessary.

 

SALARY:  Hiring Range: $56,165 - $67,398/annual equivalent based on experience, education and internal equity.       

                   Internal candidates will receive pay adjustments in accordance with County School Board Policy, GCBA-R.
