Under general supervision the Transportation Service Manager, conducts planning for a complex system of pupil transportation services, to include field and athletic trips and all supplementing services supporting the Division. Processes the exceptional transportation needs of the County School Division by planning, coordinating, executing, and seeking reimbursement for personnel and buses for activities, including but not limited to: athletic trips, field trips, charter trips, intervention programs, Curriculum Based Improvement Program (CBIP), work study, etc. Incumbent is assigned specific program responsibilities and performs technical tasks relative to the Global Positioning System (GPS) and other transportation software to include inputting, managing, manipulating, and reporting data. Serves as a liaison between the Transportation Department and all (28) County schools and affiliates, requiring strong conflict resolution skills to solve competing demands and to maintain fair work allocation practices.  Essential functions include, and are not limited to the following:

 

  • Conducts planning for a complex system of pupil transportation services specific to field and athletic trip requests (totaling 2300 on average, annually), and other supplemental services supporting the Division;
  • Analyzes the demand for exceptional transportation services and develops solutions (routes, drivers, vehicles) to meet Department safety, efficiency, and effectiveness goals;
  • Utilizes sophisticated systems (routing software and state-of-the-art GPS software) to develop complex transportation plans and monitor and improve the execution of transportation services;
  • Serves as a liaison for planning exceptional transportation needs for all County schools and affiliates;
  • Initiates and provides maintenance training on the GPS-based scheduling software with all necessary staff at the numerous County schools; and serves as the first responder to trouble-shooting user issues as they arise;
  • Makes routine visits to County schools, building relationships with appropriate Office Associates, Athletic Directors, and School Administrators;
  • Develops and maintains a rotating list of current drivers to staff trips contingent on varied, filtered criteria;
  • Plans work assignments for all Activity Drivers, to include distribution of individual bi-weekly schedules;
  • Coordinates room & board, meal per diem, and gas cards for drivers on extended day or overnight trips, to include competitive price shopping, reservations, and payment tracking;
  • Utilizes the GPS-based software and/or internet mapping applications to develop individual trip maps for all out-of-area scheduled trips;
  • Coordinates with Special Needs staff and/or assists the Driver Supervisor in assigning drivers for the CBIP program and work study; in addition to other exceptional transportation needs;
  • Coordinates with fleet maintenance to arrange for fleet and equipment support;
  • Develops and provides transportation cost estimates as needed;
  • Seeks reimbursement for personnel and buses through monthly billing;
  • Assists in tabulating driver pay to include calculating hours worked, and submitting totals for review and payroll processing to transportation administrative staff;
  • Inputs, manages, manipulates, and reports data for state reporting needs;
  • Responds to customer needs via telephone, Outlook Email, and networked GPS-based scheduling software; occasionally requiring response during non-traditional business hours, to include nights and weekends;
  • Assists in compiling activity data required for state reporting needs;
  • Performs other administrative tasks as required.

QUALIFICATIONS:  Any combination of education or relevant experience equivalent to graduation from an accredited four year college or university with a bachelors degree. Minimum of three years related experience. Proven history of serving as a liaison or coordinator preferred. Experience in transportation or pupil transportation preferred. SPECIAL REQUIREMENTS: Must have a valid Virginia driver's license.

 

General knowledge of or interest in Albemarle County Public Schools; Working knowledge of state and local regulations regarding pupil transportation, and FCC regulations and radio etiquette for 2-way radio system; Working knowledge of map nomenclature and local and state highway infrastructure; Ability to interpret and navigate directional road maps and/or GPS mapping software; Comprehensive knowledge of standard office practices, procedures and equipment to include laptop and all MS Office products, in particular Outlook Email and Calendar; Familiarity with Internet browsers; Ability to make decisions in accordance with laws, policies, regulations and established practices and procedures, despite occasional peer pressure to the contrary; Strong interpersonal skills and ability to establish and maintain effective working relations and a professional demeanor; Ability to operate effectively and graciously in stressful situations and use strong conflict resolution skills; Ability to multi-task and work under pressure in a fast paced work environment; Very strong listening and oral and written communication skills to receive and relay information in a timely and accurate manner; Strong organizational skills and the ability to recall names, dates, facts with ease; Ability to work independently while being an integral part of an overall team, under general supervision.

 

PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS: Work is typically performed in an office setting, with extended periods of time in a sitting position using a computer terminal/laptop. Job may occasionally require standing, walking, bending, stooping and light lifting. Daily tasks include constant use of office equipment, and the ability to multi-task and work under pressure in a fast paced work environment. Attendance at intermittent meetings is necessary. Occasional travel to County schools is required to build relationships, provide training, resolve conflicts, and coordinate exceptional transportation needs. Regular contact with Principals, School Administrators, Athletic Directors, and Office Associates is necessary; in addition to Department Key Leaders, Activity Drivers, and Home-to-School Bus Drivers. Communication for purposes of exchanging factual information, which may require judgment or interpretation, is generally cooperative in nature with occasional need for conflict resolution. Must be able to stay calm in stressful situations, requiring the use of tact and interpersonal skills to resolve complex issues. Occasional after hours and weekend duties may be necessary.

 

SALARY: Hiring Range $45,024 - $54,029 annual equivalent based on qualifications and internal equity
              Internal candidates will receive pay adjustments in accordance with County School Board Policy, GCBA-R.
