The Fire Marshal’s Office Technical Assistant - Inspector/Public Educator functions as a temporary, part-time staff member within the Fire Marshal’s Office. Required to maintain local and state mandated training requirements and certifications. These employees are responsible for assisting with improving the standards of public safety. This includes assignments to present developed safety education programs, inspect buildings, equipment and processes, interpret codes, regulations and rules, issue permits, interact with businesses, interact with citizens, interact with other local and state agencies/organizations, prepare documentation, could be called upon to provide supporting court testimony related to observed violations of the local and state codes and other duties as assigned.  This work is performed under the direction of a Division Chief of the Prevention Division, Prevention Captain, or an Assistant Fire Marshal.

 

Could be required to perform any combination of the functions listed below. In general, requirements are inspections, permits, routine complaints, public education events and routine assistance to local fire companies related to these duties.

 

Essential functions include, but are not limited to, the following:

  • Assists with implementation of fire prevention programs initiated by the office to improve fire safety aspects in the County;
  • Inspects commercial, industrial and institutional buildings for compliance with the fire prevention code;
  • Inspects sites to insure compliance with fire prevention permits;
  • Issues fire prevention permits;
  • Serves as a team member to assist with liaison between the business community and the Fire Prevention Office;
  • Handles routine complaints from the public relative to inspector and public educator duties;
  • Assists fire companies with pertinent information relative to inspector and public educator duties;
  • Maintains files, records and reports regarding inspections and permits;
  • Maintains and submits daily, weekly and monthly reports;
  • Engages, briefs and works with Assistant Fire Marshal’s and the Fire Marshal for enforcement actions as directed by the Division Chief, Captain or Assistant Fire Marshal;
  • Can provide supporting testimony for the prosecution of offenses related to these duties as necessary;
  • Could be called upon to assist with pre-developed educational fire prevention programs in the Albemarle County school system, for public groups, and in industrial or commercial locations;
  • Frequent operation of County vehicle;
  • Performs other related duties.

QUALIFICATIONS:

Education or experience equivalent to graduation from high school or equivalent, with supplemental training in firefighting, fire prevention, community risk reduction, code enforcement initiatives. Minimum of three years of fire service or related experience.

 

SPECIAL REQUIREMENTS: Must sign a no tobacco use agreement prior to employment. Possession of valid driver's license by the State of Virginia will be required. Certified as a Firefighter I or qualified for civilian entry for Inspector. Certified as a Fire Inspector (NFPA 1031 – Virginia Department of Fire Programs Standard or equivalent).

 

Must successfully complete the ACFR – Office of the Fire Marshal employment background screening.

 

Sufficient knowledge of prevention codes/standards, fire protection systems, hazardous materials handling and processes, emergency operations, building construction, building materials, with the ability to recognize hazardous conditions, recommend temporary protective steps, interpret and apply associated laws/codes/regulations/rules with tact, fairness and firmness. Ability to present re-developed public education and public safety training programs. Ability to maintain effective working relationships with ACFR staff/system partners, prevention division members and other county, state and federal entities. Ability to carry out oral and written instructions. Ability to prepare concise, accurate and comprehensive reports and documentation with the ability to articulate the particulars of violations and their remedies. Ability to perform job functions.

 

PREFERRED QUALIFICATIONS: Five years fire service or related experience, Firefighter II certification, have acted in a DPO capacity, certified to the Hazardous Materials Operations level; Virginia Housing and Community Development CORE and Fire Inspector; Virginia Department of Fire Programs Public Educator (1035).

 

PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS:

Work is typically performed in both office and field settings. Frequent driving and walking over rough terrain is required. Occasional night and weekend duties could occur. Occasional exposure to physical stress, fire adverse weather and hazardous conditions could occur. Regular contact with internal and external civic and volunteer organizations; volunteer fire chiefs; school division staff and various governmental agencies for the purpose of interaction, instruction and dissemination of information is required.

 

HIRING SALARY RANGE: $18.00 - $24.00/Hourly, depending on qualifications, experience, and internal equity.

PROCESS: This posting is seeking applicants to develop a roster/eligibility list for temporary part-time technical assistants. Looking for multiple persons to fill a flexible work schedule that generally includes daylight shifts on Mondays, Tuesdays, Thursdays and Fridays, but occasional night and weekend shifts may be needed.
