The Project Manager/Project Inspector will manage projects primarily for Local Government with involvement in sidewalk projects, storm water projects and projects at County parks.  This will include the planning, design and construction of assigned capital projects. Serves as the primary contact to plan and coordinate projects throughout all phases of design and construction. 

 

Essential functions include, and are not limited to the following:

  • Works with architects and contractors to develop plans and specifications for use in the selection and awarding of contracts for construction, repair and/or modification projects, to include: permits, project schedules, cost analysis, purchasing/bid and construction, easements and coordination with the Virginia Department of Transportation (VDOT);
  • Coordinates with other professionals, such as contractors, architects and engineers, inspection personnel and county, city and state regulatory departments to ensure project success;
  • Estimates material requirements and costs, and presents to Division personnel for approval;
  • Participates in the A/E selection process and the design advisory team;
  • Coordinates the review of project design through all phases to assure that project costs remain within the funding allocation, project scope is clearly defined to facilitate competitive procurement, project schedule is maintained, and project design is functional and cost efficient;
  • Participates in Design Committees;
  • Performs project management responsibilities for small/medium size Capital projects;
  • Manages the day-to-day operational and logistical aspects of multiple projects in varying phases of the project development;
  • Reviews deliverables for projects and ensures that deliverables are staffed and reviewed by project stakeholders, as required;
  • Coordinates construction document review and approval through County review processes, to ensure timely design and overall project schedule success;
  • Analyzes, approves/processes invoices, change orders, potential change orders and other specified and potential project budget impacts in order to provide real-time project budgeting and reconciles records with Finance to ensure projects are completed within budget;
  • During construction, assures that the project changes remain within the original scope, time, and limits of appropriated funds to include reviewing and approving change orders, and reviewing/approving project invoices prior to payment;
  • Performs inspection as necessary to ensure compliance with County contracts, to include conducting field measurement of work as required, coordinating work with planning, inspections and utility departments, contractors and city agencies, attending job meetings, and assist supervisor in coordinating/conducting meetings as required and maintain written reports of all inspections;
  • Timely and effectively communicates relevant project information to superiors and project stakeholders, as appropriate; Tactfully communicates sensitive information in a timely manner to prevent harmful repercussions and embarrassment to project stakeholders or the County;
  • Manages day-to-day project team interaction and expectations for small/medium scale projects;
  • Performs related duties as required.

QUALIFICATIONS:   Any combination of education and experience equivalent to a bachelor’s degree in Architecture, engineering or construction management or related field experience of at least 5 years. Experience with building construction, transportation projects (sidewalks, bike and pedestrian paths), storm water and five years of experience in planning and/or managing capital projects, is desired. SPECIAL REQUIREMENTS: Possession of a valid appropriate driver's permit issued by the Commonwealth of Virginia.

 

Thorough knowledge of terminology, practices and techniques of general design and construction. Experience with obtaining and documenting easements is desired;General knowledge of construction practices including permitting processes.  Ability to lead teams, to multi-task and work in a fast-paced environment. General knowledge of pc’s and application software, ability to establish and maintain effective working relations with County officials and the general public.

 

PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS:  Tasks involve frequent vehicle operation, extensive walking on construction sites over difficult terrain and steep slopes, and strenuous activities such as climbing over and around structures in various stages of construction. Must be able to maneuver within heavy construction zones. This occasionally involves lifting and carrying moderate weight (15-20 lbs.) objects and is required during adverse weather conditions. At all times, this requires consistent alertness to avoid potentially hazardous situations. Also works under stressful situations and manages multiple priorities and projects, with frequent changes in priorities and project interruptions. Regular contact with the public, staff, construction personnel, county officials, and design professionals while using judgment, tact, and consistent interpretation skills.

 

SALARY:  The hiring salary range for this position is $51,830 - $62,196 per year depending on qualifications, experience, and internal equity.
