THE POSITION – RESIDENTIAL COMBINATION INSPECTOR I

 

The Residential Combination Inspector I performs various technical functions relating to the enforcement of the Virginia Uniform Statewide Building Code (USBC) that ensures safety to life and property from all hazards incident to building design, construction, use, repair, removal and demolition.

THE DEPARTMENT – DEPARTMENT OF COMMUNITY DEVELOPMENT

 

The Department of Community Development (CDD) mission is to create a vision for the future of Albemarle County through a proactive community planning effort that involves all stakeholders in a consensus building process and ensures that all new development reflects the community's vision. Community Development strives to achieve a future community of quality development, protected natural resources, vital business activity, and livable, walkable neighborhoods.

 

THE EXPECTATIONS

 

Essential functions include, but are not limited to, the following:

  • Performs multidisciplinary inspections including but not limited to residential building, electrical, mechanical, gas, fire suppression, and plumbing inspections and re-inspections for compliance with approved plans;
  • Reads and interprets building plans and specifications for compliance ;
  • Issues correction notices and stop work orders, if necessary, when violations exist;
  • Investigates complaints of the unsafe structures provision from tenants of residential rental dwelling units in compliance with the Virginia Uniform Statewide Building Code(VUSBC);
  • Provides technical code assistance and information to private citizens, contractors, and architects;
  • Prepares a variety of correspondences and reports concerning code compliance matters to private citizens, contractors, and architects;
  • Prepares evidence and testifies in court on code violation cases as needed;
  • Operates a county vehicle in the performance of the job duties;
  • Gathers pertinent owner information and performs damage assessment inspections to existing structures and infrastructures after a disaster;
  • Researches new product information for compliance with the VUSBC;
  • Assists in determining setback requirements of the county zoning ordinance;
  • Attends mandatory code update training as required by the VUSBC;
  • Attends training opportunities to keep abreast of code changes and new products used in construction practices;
  • Coordinates inspections and compliance with other county and state departments;
  • Knowledge of and experience applying Federal, State, and county ordinances and regulations, as they pertain to building construction, rehabilitation, and alteration of structures and sites;
  • Capable of prioritizing and completing multiple tasks in a fast-paced environment;
  • Responds and investigates complaints regarding unpermitted construction;
  • Performs related work as required.

THE QUALIFICATIONS

 

Education and Experience

 

Any combination of education and experience equivalent to graduation from high school and three years of construction or related experience and general knowledge in at least one of the following areas: building construction; building, fire or housing inspections; plumbing, electrical or mechanical trades; or fire protection, elevator or property maintenance work.  Requires Virginia certification as a residential building inspector within 18 months of employment.  Requires Virginia certification in the following within 36 months of employment, residential electrical inspector, residential mechanical inspector, and residential plumbing inspector.  May require additional certification requirements as outlined by the Virginia Certification Standards.

 

Knowledge, Skills and Abilities

 

Considerable knowledge of residential construction ordinances, codes, inspection principles and practices, materials, methods and of the stages of construction where inspections are required.  Ability to work independently but also in a team environment.  Ability to detect violation of various codes in various stages.  Ability to comprehend codes and keep abreast of code updates on regulations, materials, and new technologies.  Ability to deal effectively with building industry professionals, public, staff, and government officials and be able to handle the pressure of deadlines and deal with difficult people with courtesy and self-control.  Ability to communicate accurately both orally and in writing.  Ability to read and interpret building plans.  Ability to make independent, accurate, and appropriate decisions.  Ability to legally operate a motor vehicle in Virginia.

 

THE PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS

 

Work typically performed at construction sites throughout the County that involves walking, standing and stooping. Traversing rough construction sites is regularly required. Work must occasionally be performed in inclement and adverse weather conditions. Carrying engineering and other equipment weighing up to 50 pounds is regularly required. Regular contact with government officials and construction tradesmen is required. Driving a county vehicle on, on a regular basis, on roads and construction sites. Regular contact with government officials and construction tradesmen that may require tact and diplomacy is required.

 

THE HIRING SALARY RANGE

 

The hiring salary range for this position is $36,455 - $43,746 per year depending on qualifications, experience, and internal equity. The hiring salary range if filled as the Residential Combination Inspector II position is $39,114 - $46,937 per year depending on qualifications, experience, and internal equity.  The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA Non-exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
