The Director for Educator Quality provides leadership and focus on increasing the quality and capacity of contemporary educators and administrators as a means to improve student achievement and enhance professional growth. Develops strong cross-team collaboration with regard to recruitment, career path management, succession planning, performance appraisal, professional development and retention. Seeks new and innovative methods to constantly improve and ensure effective workforce planning. Leads the collaborative efforts of major stakeholders to ensure widespread buy-in, acceptance, and implementation of best practices related to recruitment, selection and instructional staff development. Conducts assessment of performance measures and high-level reporting of progress and quality of implementation.  Essental functions include, and are not limited to the following:

 

  • Ensures the integration of strategic goals and objectives and performance results into the School Division’s recruitment, selection and development processes;
  • Defines key School Division instructional competencies and aligns professional development goals to positional competencies; support competency self-assessment evaluations;
  • Develops, manages and evaluates the induction and orientation programs for new teachers and administrators to include creating, tracking and managing mentor/mentee relationships;
  • Implements program of intensive follow-up for new teachers and administrators to include leadership development, focused on ensuring early success and informed by diagnosed strengths and areas for development, in-classroom support and time for observation
  • Researches and evaluates existing and proposed practices and techniques for recruiting and retaining highly effective teachers;
  • Targets resources to consistently produce success in hard to fill positions;
  • Develops strategies for hard-to-staff schools and content areas;
  • Identifies high-potential employees with a focus on building skills, increased responsibilities and stretch assignments; develops and implements succession planning initiatives to cultivate emerging leaders;
  • Promotes ownership of personal career growth by providing tools and resources and creates career development programs;
  • Assists in identification of an effective model for professional learning communities to be implemented at each school and throughout the division;
  • Acts in an advisory or consulting capacity with principals and their staff in matters relating to teacher and administrator performance management;
  • Maintains effective lines of communications with all schools;
  • Provides overall leadership in assessing, developing and implementing the School Division's performance management efforts;
  • Establishes and maintains an accountability system for tracking implementation of strategic objectives related to effective instructional performance;
  • In consultation with School Division leadership, principals, instructional coaches and HR staff, tracks progress and analyzes trends in achieving various performance/outcome measures;
  • Performs related duties as assigned.

 

QUALIFICATIONS:  Graduation from an accredited graduate program with emphasis in curriculum and instruction, organizational development or related field; minimum of seven years of administrative experience. Must be eligible for or hold a license issued by Virginia Dept. of Education in applicable area. Demonstrated current, research-based knowledge and application of curricula, assessment, and instructional programming essential to implementing the Division's Framework for Quality Learning, the Professional Learning Community, and Teacher Performance Appraisal models. Experience in recruitment and employee development. Documented success developing and implementing instructional innovations essential to student learning at high levels. Strongly Preferred: Thorough knowledge of K-12 curriculum implementation techniques and significant central/school-based leadership experience.

 

Comprehensive knowledge of K-12 curriculum, instruction, and assessment; demonstrated ability in written and oral communications and interpersonal relations; proven ability to execute strategic planning processes; demonstrated conceptual skills and problem solving capabilities; enthusiastic commitment to student learning; ability to effectively collect, analyze , evaluate, prepare statistical data and present information, ability to prepare and present reports effectively; demonstrated ability to articulate a vision and motivate people to act with a shared vision, demonstrated ability to think strategically and perform effectively under public scrutiny; demonstrated ability to translate strategic educational concepts into language accessible to the public; excellent facilitation, public speaking, interpersonal, written and oral communication skills.

 

PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS: Work is typically performed in an office setting primarily sitting at office equipment and files; with occasional light lifting and other limited physical activities. Occasional operation of automated computer office equipment is required. Frequent travel to school sites throughout the County and occasional state wide or regional travel is required. Attendance to meetings outside the normal duty hours is frequently required. Regular involvement made with principals and teachers throughout the School Division. Usually there is a need to motivate, establish rapport, gain support, persuade or influence individuals or groups. Contacts with the School Board, Advisory Councils, faculties and the general public, are regularly required. Occasional debate is often characteristic of the contact and may require considerable skill in diplomacy, tact and discretion.
