Description

The Senior Systems Analyst, Financial Systems  oversees the system management of the Count wide Financial Systems software solutions. This position will be responsible for the technical systems management, system configuration, setup, and maintenance of all Financial business solutions and ensure efficiency and effectiveness of technical work involving the financial systems and supporting software.  Essential functions include, and are not limited to the following:

  • Evaluates new software/hardware technologies and provides ongoing support for the system conversions, upgrades, and enhancements for Financial systems.
  • Coordinates upgrades and maintenance of Financial systems with Manager, FSBP, interface with business users, vendors, other IT staff.
  • Leads the design and documentation of technical specifications, and ensure that they comply with business users’ requirements.
  • Performs all tasks of a Senior Systems Analyst at a high level of efficiency dedicated to Financial Systems;
  • Serves as the technical expert regarding all Financial systems functionality, system, and device administration for both hardware and software.
  • Responsible for the daily operational technical support for all Financial business systems.
  • Informs management regularly on issues, recommendations, and metrics defined for the implementation and ongoing utilization of the Financial Systems.
  • Serves as IT project manager or team member for the development and implementation of system configuration, upgrades, and enhancements to the Financial Systems.
  • Assists with developing code, updates, or modifications to interfaces from other systems.
  • Performs evaluations of new software and hardware technologies which could help improve user efficiencies;
  • Provides technical coordination between various user departments during the implementation of Financial Systems projects to ensure both interoperability and common interfaces for simple to complex projects;
  • Creates and manages critical reports and SQL queries for Financial Systems using Microsoft SQL tools and Microsoft Visual Studio;
  • Prepares and Quality Control checks documentation for the Financial Systems and supporting applications;
  • Maintains the technical aspects of the County Business Continuity Plan as it relates to Financial Systems
  • Performs Quality Control checks on work of other staff;
  • Provides status reports to supervisor and management;
  • Participates in department's teamwork concept;
  • Meets departmental and organizational deadlines;
  • Performs various other activities as required.

QUALIFICATIONS:  Bachelor’s degree and five years related experience or equivalent combination of education and experience. Three of those years should include work experience in Financial Systems and/or supervisory and project management experience. Prefer experience in the use of one or more of the following: Microsoft Dynamics GP, Periscope BuySpeed Online, Vision Appraisal System, PCI Tax and Revenue Collection.

 

*Knowledge of Financial Systems, all aspects of general ledger, payroll, revenue and tax, purchasing, Real Estate, and procurement technical solutions. * Excellent problem solving, technical, and analytical skills. Proven ability to work in a fast-paced environment and be able to adapt to changing needs of the business. *  Exceptional written and verbal communication skills and the ability to work with all levels of management. Must be a self-starter, self-directed, and able to organize and plan projects. Understands software and hardware environment, and demonstrates ability to use all hardware/software as required; should possess very strong logical abilities; programming, expert knowledge of SQL databases and project management skills and systems analysis education. Should possess exceptional ability to work and perform under pressure; exceptional ability to work well with people; ability to work independently and self-motivated. Should exhibit strong leadership attitude in support of project, Department and County goals and ability to lead others in a team environment.

 

PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS:  Work is typically performed in an office, computer room, computer classroom laboratory, and/or conference rooms. Continuous ability to communicate by phone is necessary. Regular use of keyboards, computers, laser printers, etc. is necessary. Work requires occasional handling of small fragile computer components and large components weighing in excess of 50 pounds. Occasional operation of county vehicles to travel to locations throughout the county is required. Regular contact is made with internal departments and senior persons at all levels of County government and the school division. Contacts are usually cooperative, however, require tact and diplomacy. External contacts with vendor companies and other information services agencies are necessary. Occasional need to perform urgent tasks to meet organizational deadlines. Frequent work activity after normal duty hours and occasional weekend duties are necessary. Depending on job location, employees in this position may be considered essential personnel and fall under Albemarle County AP-4 and in addition, be subject to working overtime, being held over, or called back for disasters, local emergencies, or special events.

 

SALARY:  Hiring Range: $55,058 - $72,465 annual equivalent/based on experience, education and internal equity.       
                Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
