The Management Analyst II performs complex professional and administrative work primarily focused on the planning, organizing and supervising of administrative functions of the Building Services Department.  Provides support and completes special projects for department divisions and programs varying in nature and complexity.  Supervises Building Services Department clerical staff. Essential functions include, and are not limited to the following:

  • Analyzes departmental documents and prepares reports;
  • Researches and evaluates existing and proposed administrative or operational policies, practices, and techniques and recommends improvements;
  • Responsible for monitoring and analyzing complex problems;
  • Conducts in-depth and advanced research on varied subjects to compile information on the organization, work units, cost of services/programs and benefits of services/programs;
  • Supervises the work of clerical staff, including: performance evaluations, attendance and leave, schedules, hiring, and changes of duties;
  • Produces documentation for Human Resources and handles confidential employee information;
  • Oversees and serves as backup for payroll and accounting functions;
  • Manages records and data management processes; Recommends and implements improvements to processes and procedures;
  • Performs administrative tasks and special assignments for department administrators;
  • Researches and writes monthly, annual, and special reports as required, including School Board agenda items;
  • Assists in the preparation and maintenance of departmental/organizational budgets;
  • Consults with officials of other divisions and departments on matters of mutual interests;
  • Coordinates projects with other departments and divisions;
  • Represents Building Services Department as delegated on matters involving data processing;
  • Follows up and carries out various administrative functions;
  • Designs and develops computer-based applications;
  • Reports data, in various formats, i.e. spread sheets, graphs, etc.;
  • Uses technology skills to analyze and make recommendations to improve departmental/organizational functions;
  • Maintains knowledge of state-of-the-art computer technology applications for organization and departments;
  • Completes surveys on a variety of functions and analyzes data;
  • Utilizes publishing skills to enhance and produce publications, including website materials;
  • Develops and prepares public information materials;
  • Prepares budget documents for department(s), grants and programs;
  • Maintains computerized database of annual budget information to be used for trend analysis and forecasting.
  • Performs related duties as required.

 

QUALIFICATIONS:  Any combination of education and experience equivalent to graduation from an accredited four-year college or university with major work in business or public administration; three to five years experience of a responsible nature in the area assigned, including some supervisory experience. Exceptional writing and computer skills are required.  Experience in payroll and accounting processes is preferred.

 

Thorough knowledge of the principles, practices, and techniques of public or business administration; thorough knowledge of department objectives, procedures, and organization; knowledge of state-of-the-art analysis procedures and techniques; knowledge of cost/benefit, forecasting and statistical techniques; ability to devise detailed procedures and methodology; ability to plan, organize, and direct the work of others; ability to communicate complex ideas effectively, both orally and in writing; ability to establish and maintain effective working relationships with officials, other employees, and the general public; knowledge of and ability to use personal computer applications to include spreadsheets, graphics, word processing and desktop publishing; knowledge of PC programming; ability to develop reports and analyze data.

 

PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS:  Work is typically performed in an office setting with occasional extended periods of time at computer terminals. Occasional visits to off-site school and county locations is required. Requires working hours beyond set hours and days. Frequent telephonic and personal contact with Department Heads, Principals, internal and external organizations at County and State level, employees and the general public is required. Must be able to perform medium lifting of up to 25 pounds.

 

SALARY: Hiring Range $19.97 - $23.97/per hour based on qualifications and internal equity
Internal candidates will receive pay adjustments in accordance with County School Board Policy, GCBA-R.
