Environmental, Health & Safety Coordinator Building Services Full-Time, 12-Months Non-Exempt, Pay Grade 14
The Environmental, Health & Safety Coordinator performs difficult professional and analytical work involving the implementation of the environmental and safety programs for Albemarle County Public Schools. Supports the strategic plan and initiatives through the research, implementation, management and continuous improvement of the environmental and safety programs. Essential functions include, and are not limited to the following:
- Conducts energy and water audits at schools to improve efficiency and develops conservation projects;
- Researches and analyzes abnormalities in energy and water usage data;
- Analyzes electricity interval data for inconsistencies and potential energy issues and prepares related reports;
- Coordinates Backflow Protection Testing, recordkeeping, and correspondence;
- Coordinates boiler tuneups and documentation to comply with EPA’s Boiler MACT requirements;
- Researches irrigation technologies and develops school irrigation schedules;
- Develops GIS program for department assets, including utilities, confined spaces, safety features, backflow prevention devices, security equipment, roof access points and other locations of interest for all school sites;
- Performs water monitoring and testing required by the Virginia Department of Health at six waterworks locations;
- Performs monitoring and testing required by the Virginia Department of Health for wastewater treatment plant(s);
- Ensures stormwater facility maintenance compliance and performs training as required by the County’s Municipal Separate Storm Sewer Systems (MS4) Permit;
- Analyze and interpret carbon dioxide, relative humidity, temperature, VOC, and particulate data as part of indoor air quality investigations;
- Manages materials for recycling (materials to include electronic waste, ballasts, mercury-containing bulbs and batteries);
- Assists with commercial composting and recycling initiatives and annual reporting;
- Implements procedures and projects for LEED for Existing Buildings: Operations & Maintenance;
- Implements and develops the Environmental Management System and related Standard Operating Procedures;
- Develops Safety Manual and conducts training for Building Services to ensure compliance with OSHA regulations including Lockout/Tagout, Confined Spaces, Hearing Protection, Hazard Communication, Fall Protection, and Crane Safety;
- Researches, implements and maintains an online tracking system to track all training, inspections and Job Safety Analysis for over 400 employees. Develops necessary reports using system data;
- Develops safety webpage, safety newsletter and safety incentive program, coordinates and attends monthly safety meetings and completes incident investigations of a confidential nature to improve workplace safety;
- Performs safety inspections at all school facilities;
- Manages Safety Data Sheets for Division using MSDSOnline software to ensure compliance with 29 CFR 1910.1200;
- Supervises department interns as required;
- Performs other tasks as required.
QUALIFICATIONS: Bachelor's degree from a four-year college or university in environmental sciences or similar program. Prefer prior experience in environmental and/or safety programs and water/wastewater treatment experience. SPECIAL REQUIREMENTS: Ability to obtain Virginia Class VI Waterworks License within 6 months of employment. Drug screening and tuberculin test required. Possession of a valid driver's permit issued by the Commonwealth of Virginia. Strong verbal and written skills; Strong computer skills, including fluency with Microsoft Office products; Attention to detail and ability to handle multiple tasks; Knowledge of the sustainable built environment, green building practices; Ability to develop, implement and maintain data management systems; Ability to develop and deliver complex reports; Ability to communicate complex ideas effectively both orally and in writing; Ability to devise detailed procedures and methodology; Understanding of state and federal environmental regulations; Understanding of OSHA regulations; Ability to establish and maintain effective working relationships.
PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS: Performance of more strenuous physical tasks, such as: walking over rough or uneven surfaces; bending or stooping; working in confined spaces; lifting or carrying items weighing 20-50 pounds; working in inclement weather and conditions. Regular contacts made with individuals from: other internal organization units; outside organizations; and the general public for purposes of exchanging factual information which requires some judgment of interpretation in order to be responsive to questions or applicable to a specific situation. Frequent telephonic and occasional contact with Principals, internal and external organizations at County and State level, employees and the general public is required.
SALARY: Hiring Range: $19.97 - $23.97/per hour, based on qualifications and internal equity. Internal candidates will receive pay adjustments in accordance with County School Board Policy, GCBA-R.
