THE POSITION – POLICE CAPTAIN

 

An employee of this class commands a major police division or district. Supervision is exercised over the work of police lieutenants, sergeants, corporals, police officers, and civilian employees. The work is performed in accordance with Departmental policies, procedures and general orders received from a Police Major or the Chief of Police, and is reviewed through observation of results and evaluation of reports submitted. May assume the role of Deputy Chief (Police Major) for the bureau assigned during the absence of Deputy Chief (Major). Duties are performed with considerable latitude to enable incumbent to exercise sound technical and command judgment in the conduct of all phases of assigned duties May be assigned to divisions or districts within the department on a rotating basis for the purpose of career and leadership development.

 

THE DEPARTMENT – POLICE DEPARTMENT

 

The Albemarle County Police Department (ACPD) is a fully accredited agency dedicated to community engagement through geo-policing. In collaboration with others, the Albemarle County Police Department protects and promotes community safety, ensures the safe and orderly movement of traffic, and seeks solutions to any problems that create fear or threaten the quality of life in the county.  The Albemarle County Police Department was created in 1983 to assume primary responsibility for law enforcement. The department's present authorized strength is 140 sworn officers, 25 civilian employees, and a large volunteer workforce.

 

In 2012, the department divided Albemarle County into two separate geographic districts: The Jefferson District and the Blue Ridge District. When officers are assigned to their geographic districts, they are able to meet the specific needs of a community that is 726 square miles and has a unique blend of rural and urban developments. Our motto, “Protecting your future…today”, reflects throughout our three strategic goals: Geographic Based Policing, Regional Emergency Preparedness and Investing in our People. THE EXPECTATIONS

 

Essential functions include, but are not limited to, the following:

  • Commands a division or patrol district within the police department;
  • Acts as a liaison with the Board of Supervisors in their area of responsibility;
  • Presents executives summaries to the Board of Supervisors, on behalf of the Chief of Police, for matters concerning their area of responsibility;
  • Develops and maintains Citizen Advisory Team (CAT) that is comprised of residents from their district;
  • Participates and takes a large role in the Chief’s Citizens Crime Prevention Council (CCPC);
  • Acts as a liaison with the Board of Supervisors when dealing with criminal investigations and crime concerns;
  • Provides oversight of Victim Witness program and grant money management for the program;
  • Provides oversight of the property and evidence control functions;
  • Provides oversight of ACPD involvement in FBI/multijurisdictional narcotics and gang task forces;
  • Prepares and presents monthly Compstat reports;
  • Attends town hall meetings, neighborhood meetings, and interagency meetings as a command representative for the agency, to promote crime prevention and improve law enforcement on a regional level;
  • Ensures the agency maintains a state of readiness for response to all critical incidents and that proper training and exercises occur, acts as Incident Commander in critical incidents, major events, and high profile visits having top level decision-making authority;
  • Services as commander of hostage negotiations and forensics teams;
  • Responsible for management and oversight of training budget for their area of responsibility;
  • Coordinates and schedules training for employees;
  • Plans, directs, coordinates, manages and supervises the activities and personnel of a department or district of the Police Department;
  • Inspects the work of police lieutenants and other subordinates by personal observation in the field and through written and oral reports;
  • Keeps police lieutenants and other subordinate personnel informed of new laws, court decisions, Police Department policies and police problems;
  • Reviews and analyzes work and crime statistics to ensure efficient allocation of Police personnel;
  • Prepares and supervises the preparation of necessary records and reports relating to activities, and reviews reports prepared and submitted by subordinates;
  • Implements, coordinates and supervises special department programs;
  • Recommends and drafts policies/procedures for department and evaluates existing policies/procedures;
  • Analyzes current criminal activities in the County;
  • Reviews invoices and purchase orders for correctness and completeness;
  • Assists in preparation of the Police Department budget; requisitions of supplies and equipment;
  • Assigns cases for investigation, and advises and assists investigators in handling cases;
  • Promotes good relations, cooperation and exchange of information with various County, City and State agencies, and other police departments;
  • Leads in law enforcement duties;
  • Evaluates police lieutenants on their performance, attitudes, morale and leadership abilities;
  • Conducts internal investigations in conjunction with the Office of Professional Responsibility;
  • Represents Chief of Police as delegated;
  • Provides counseling and guidance to police lieutenants on various tactical, operational, administrative and personnel matters;
  • Personally handles difficult problems that arise;
  • Directs roll calls and inspects officers and equipment;
  • Directs Geo-Policing community policing and problem solving efforts, programs activities within their district;
  • Performs related work as required.

THE QUALIFICATIONS

 

Education and Experience

 

Any combination of education and experience equivalent to graduation from an accredited four-year college or university with major work in police science or one of the social sciences. Considerable experience in police work, including one (1) year of experience at the level of Police Lieutenant. SPECIAL REQUIREMENTS: Possession of a valid appropriate driver's permit issued by the Commonwealth of Virginia. Must carry a firearm and qualify annually. Must be currently certified as a Law Enforcement Officer in the Commonwealth of Virginia. Must meet the necessary recertification training requirements established by the Department of Criminal Justice Services.

 

Knowledge, Skills and Abilities

 

Thorough knowledge of the rules and regulations of the Police Department; thorough knowledge of approved principles, procedures and methods of police administration, thorough knowledge of pertinent Federal and State laws and County ordinances; thorough knowledge of the modern methods and practices of criminal investigation and identification; good knowledge of the geography of the County and the location of important buildings; skill in the use of firearms; ability to command the respect of officers and to assign, direct and supervise their work; ability to make maximum utilization of personnel; ability to deal with the public courteously and firmly, and to establish and maintain satisfactory relationships with the public; and the physical ability to perform the job. Skill in the use of non-lethal weapons.

 

THE PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS

 

Must successfully complete the Police Department physical; must be able to operate motor vehicle under normal and emergency conditions; must be able to physically subdue and restrain an individual; sitting for extended periods of time; requires extensive walking, standing, running and frequent heavy lifting and pushing; requires working in adverse weather; flexible shift hours; (to include nights) and stressful and sometimes life threatening conditions.

 

THE HIRING SALARY RANGE: 10% Increase if selected (5% per paygrade)
