The County of Albemarle strives to create, gather, and maintain operational and historic records electronically. The Records Management Systems Analyst will help lead the Records Management Program in an effort to create, manage, preserve, retrieve, and destroy records consistent with mandates by the Library of Virginia. Essential functions include and are not limited to the following:

 

  • May serve as the County’s Official Records Manager Officer responsible for leading, planning and managing the organization’s records management program.
  • Completes the Five Year Records Management Plan.
  • Oversees the migration from paper to electronic record-keeping via policy.
  • Implement program for both core mission and administrative records.
  • Construct and execute a Records Management Implementation Plan for the County and County Schools.
  • Works closely and proactively with legal counsel within the County to ensure that records/information assets are managed to ensure government accountability, protect the interests of the public, and mitigate records-related litigation risks.
  • Participates in County capital planning process for all major information systems to ensure that records management functionality appropriate to the records/information assets they support is included in system design.
  • Evaluates existing process and policy; with guidance from the County Director of Information Technology.
  • Insures compliance with Library of Virginia and County records retention policies, administers the County's record retention and disposition schedules; preserves and protects the County's historical records and information.
  • Maintaining the County’s records management policies and procedures, proposes changes as needed to reflect new requirements and technology to enhance the County’s records management program
  • Reviews electronic records for adherence to quality standards and departmental goals.
  • Works with Department management to establish procedures when new record types and document types need to be entered into the electronic records management environment
  • Providing subject matter expertise on the electronic records environment, its capabilities, functionality and features to support the Department in maximizing the utility of the new system
  • Working with the Department and other members of the County to introduce new features and capabilities of the records management environment as they become available
  • Administers the function of public records disclosure, assisting the public in accessing records and information in compliance with the Library of Virginia and County policy.
  • Educates and trains all levels of County staff on policies, processes and procedures for Departments records management and public records disclosure activities.
  • Acts as liaison between state and local offices.

 

QUALIFICATIONS:  Bachelor’s or Master’s Degree with course work in Business Administration, Library Science, Computer Science, Information Systems or other technical field or equivalent experience. Three or more years of experience working in the records management field; preferably in Virginia and with government record keeping experience.

Thorough knowledge of Commonwealth of Virginia laws and rules of procedure related to records management, inventory and retention; ability to analyze public records requests, and to articulate requirements to Departments, citizens, and other agencies and groups.  Possess or train to become Certified Records Manager, as recognized by Institute of Certified Records Managers (ICRM). Knowledge of records management concepts, theories and practices; knowledge of project management techniques and practices.  Ability to research and analyze complex information and prepare clear verbal and written reports.  Ability to establish effective working relationships with employees, elected officials, vendors, and citizens.  Demonstrated technical proficiency with one or more project management software packages (e.g. Microsoft Project). Demonstrated technical proficiency with one or more digital records management software packages (e.g. LaserFiche).

 

PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS:  Work is typically performed in an office, computer room, computer classroom laboratory, and/or conference rooms. Continuous ability to communicate by phone is necessary. Regular use of keyboards, computers, laser printers, etc. is necessary. Work requires occasional handling of small fragile computer components and large components weighing in excess of 50 pounds. Occasional operation of county vehicles to travel to locations throughout the county is required. Regular contact is made with internal departments and senior persons at all levels of County government and the school division. Contacts are usually cooperative, however, require tact and diplomacy. External contacts with vendor companies and other information services agencies are necessary. Occasional need to perform urgent tasks to meet organizational deadlines. Frequent work activity after normal duty hours and occasional weekend duties are necessary.

Salary: $47,829 - $57,395 annual equivalent, based on qualifications and experience and internal equity
