Non-Exempt, Pay Grade 8, VRS-Eligible, Benefits-Eligible

 

The Intake/Support Specialist I performs a wide variety of specialized and/or difficult customer service and administrative tasks. Coordinates the intake and processing of multiple development related applications varying in nature and complexity (building, zoning, planning, water resources, etc.); issues various permits; does related work as required. Monitors lobby area and directs workflow to Intake Staff. Work is performed in a very busy office setting requiring the ability to multi-task while addressing the needs of walk-in and call-in customers. Work involves the exercise of initiative and good judgement, attention to detail, and ability to deal with customers in a professional and courteous manner. Work is performed under general supervision.

THE DEPARTMENT – DEPARTMENT OF COMMUNITY DEVELOPMENT

The Department of Community Development (CDD) mission is to create a vision for the future of Albemarle County through a proactive community planning effort that involves all stakeholders in a consensus building process and ensures that all new development reflects the community's vision. Community Development strives to achieve a future community of quality development, protected natural resources, vital business activity, and livable, walkable neighborhoods.

Information Services is comprised of staff that work closely with all divisions within Community Development to ensure department processes, policies, and procedures are current, coordinated, and effective for both staff and the general public.

 

EXPECTATIONS

 

Essential functions include, but are not limited to, the following:

  • Assists customers both in person and over the telephone.
  • Answers a wide variety of questions regarding department policies and procedures, development application and permit processes, etc.
  • Assists customers with filing development applications. Ensures applications are accurate and complete, required plans and supporting documentation is submitted with application, and appropriate fees are collected.
  • Processes applications on a daily basis with various types of procedures and deadlines/schedules. Routes application for appropriate action and monitors the status and location of the application in the review process, including all submitted supplemental information and revisions. Answers questions regarding the status of applications.
  • Explains required inspections to customers.
  • Receives requests for inspections and completes inspection tickets.
  • Issues various permits (i.e. sub-permits, zoning clearances, home occs); checks records to determine that there are no restrictions on a permit and ensures all required approvals have been obtained before issuance.
  • Types letters, reports, documents and a variety of material where knowledge of format/presentation is required.
  • Uses a computer to enter, update, track, and retrieve data for the department, including, but not limited to, applications, permits, complaints and violations, using various automated information systems.
  • Makes appointments and arranges committee meetings.
  • Receives, opens, sorts and distributes incoming mail.
  • Assures fees collected are properly deposited.
  • Collects information from a variety of sources, compiles data, and prepares special, periodic and/or complicated reports and mailings.
  • Assists in various surveys conducted by department.
  • Sets up and maintains complex records and filing systems, manually and/or automated, numerically, alphabetically, or by other classification.
  • Maintains and operates standard office equipment.
  • Provides backup as required for other department intake and support personnel.
  • Performs related intake and support tasks as required.

 

QUALIFICATIONS

 

Any combination of education and experience equivalent to graduation from high school and at least 2 years experience in office/business setting with extensive administrative experience; which shall have included interaction with the public, data entry, and automated record keeping. Basic office computer skills with commonly used software programs. Some experience in the development industry (planning, construction) is preferred.

 

Thorough knowledge of standard office practices and procedures, data entry, standard software applications, and related equipment; thorough knowledge of departmental functions, organization and policies. Thorough knowledge of business English, spelling, and arithmetic. General knowledge of various county and state codes related to development. Ability to establish and maintain effective working relationships with employees and the general public; ability to deal with customers tactfully and courteously; ability to prioritize, organize, and perform work independently; ability to work under pressure and manage multiple tasks; ability to maintain complex records and ensure their accuracy; ability to interpret and apply policies and procedures; functional ability to read and interpret development plans and plats; ability to operate standard office and computer equipment as required to accomplish the work assigned; ability to make difficult arithmetic calculations; ability to type accurately at a reasonable rate of speed; ability to follow verbal and written instructions.

 

PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS

 

Regular contacts made with internal organizations, outside organizations, and the general public for purposes of exchanging factual information, exercising good judgement and accurate interpretations of information in order to be responsive to questions and to process various development applications. Communication is generally cooperative in nature; however, it may involve some conflict, which requires tact and diplomacy. Work is typically performed in a sitting position with some frequent standing, walking, bending, stooping, and light lifting. Requires frequent operation of a variety of office machines.

 

INTAKE/SUPPORT SPECIALIST II HIRING SALARY RANGE: The hiring salary range for Intake Support Specialist I is $27,238 - $32,685 with excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA Non-exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
