THE POSITION – ASSISTANT EMERGENCY MANAGEMENT COORDINATOR

 

Under the general supervision of the Emergency Management Coordinator, the Assistant Emergency Management Coordinator performs responsible, professional, and technical administrative work relating to the development and maintenance of the Regional Emergency Operations Plan for the County of Albemarle, City of Charlottesville, and the University of Virginia in collaboration with local, regional, state and national emergency planners. Work involves responsibility to collect, analyze, and manage data; research and identification of resources for emergency needs; and provides assistance in the creation and development of related training activities.

 

THE AGENCY - ECC

 

The Charlottesville-UVA-Albemarle County Emergency Communications Center is a regional public safety communications center serving the City of Charlottesville, the University of Virginia, and Albemarle County. ECC is responsible for both dispatch/E-911 response and the disaster planning, training, and management through their Office of Emergency Management. ECC is a CALEA Nationally Accredited with Excellence Communications Center and an APCO Nationally Certified Training Program.

THE EXPECTATIONS

 

Essential functions include, but are not limited to, the following:

  • Assists in planning, developing, implementing and coordinating the County, City and University Emergency Operations Plan; meet with departments and volunteer organizations with a role in emergency response to review and update responsibilities and capabilities; assists with the maintenance of personnel and emergency resource materials information;
  • Assists in the training, development, coordination and facilitation of EOP exercises and hazardous materials training exercises;
  • Monitors the incorporation of the National Incident Management System, Incident Command System, and the Department of Homeland Security Exercise and Evaluation Program into the County, City and University emergency response operations;
  • Assists in coordinating with federal and state agencies on recovery of costs from major emergencies and disasters;
  • As directed, may act as Emergency Management Coordinator; may chair the Local Emergency Planning Committee; may serve as official representative and liaison with appropriate state and federal officials on emergency management issues, including mitigation, preparedness, response, and recovery from emergencies and disasters;
  • Assists with the tracking of approaching/potential natural disasters, technological incidents and terrorism; provides advance warning and planning for the activation of emergency public awareness information networks and activation of the Emergency Operations Center;
  • Assists in the formation and training of damage assessment teams;
  • Assists with the maintenance of records on hazardous materials as required by federal law, SARA Title III;
  • May participate at the scene of emergencies in either the role of a technical specialist or as an Emergency Management representative with responsibility for furnishing recommendations, advice, or assistance in alleviating the emergency and in supporting the operational efforts of Emergency Management and public safety personnel;
  • Responds to and follows up on hazardous materials contamination and illegal dumping until appropriately mitigated;
  • Performs other related duties as required.

THE QUALIFICATIONS

 

Education and Experience

Any combination of experience and education equivalent to graduation from an accredited, four year college or university with a bachelor degree and five years experience in emergency/disaster planning, preparedness, response and mitigation and resource management; supplemented by coursework in public or business administration, or related field; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Certification in Emergency Management at the federal or state level preferred. SPECIAL REQUIREMENTS: Possession of a valid drivers permit issued by the Commonwealth of Virginia.

 

Knowledge, Skills, and Abilities

Knowledge of state and federal laws pertaining to emergency preparedness and management of disasters; Ability to evaluate emergency situations; Ability to establish and maintain effective working relationships with volunteer organizations as well as City, County, State and Federal organizations; Ability to establish and maintain and effective information and record keeping system; Good knowledge of the geography, road systems and landmarks in the County, City and University of Virginia; Ability to satisfactorily complete training programs required by the Federal Emergency Management Administration and the State of Virginia Department of Emergency Management; Ability to use typical office computers/software, including internet. Excellent knowledge in usage of various types of Social Media; Should have excellent public presentation skills.

 

THE PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS

 

Work is typically administrative and performed in both office and field settings; sitting for extended periods of time. Some driving of vehicles. Infrequent after hours and weekend duties will be necessary. The employee in this position is considered essential personnel and falls under Albemarle County AP-4 and in addition, is subject to working overtime, being held over, or called back for disasters, local emergencies, or special events. Some exposure to adverse weather conditions is required. Regular contact with civic, volunteer and professional organizations; volunteer fire and rescue chiefs; and various government agencies for the purpose of dissemination of information is required. Regular contact with members of the public, law enforcement, fire/rescue providers, Red Cross, Salvation Army, Emergency Communications and appointed officials from the County of Albemarle, City of Charlottesville and the University of Virginia requiring the use of judgment, tact, and interpersonal skills to resolve complex issues. Occasional contact with agencies and other localities when involved in disaster related situations.

 

THE HIRING SALARY RANGE

 

The hiring salary range for this position is $41,549 - $49,859 per year depending on qualifications, experience, and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA Non-exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy,§P-60.
