The Thomas Jefferson Soil and Water Conservation District along with Albemarle County is looking for a bright and enthusiastic Management Analyst to join our fast-paced team.
THE POSITION – MANAGEMENT ANALYST II
This Management Analyst II position is employed by Albemarle County and supervised by the District Manager of the TJSWCD. This position will be located in the TJSWCD offices. The Management Analyst II performs difficult professional and administrative work as an assistant for the TJSWCD. Incumbent is assigned specific program or project responsibility; does related work as required. Work is performed under the general direction of the TJSWCD District Manager.
KEY ATTRIBUTES OF OUR IDEAL CANDIDATE
- Must have extensive and advanced level of prior experience using QuickBooks
- Advanced experience conducting cost flow/funding tracking analysis using QuickBooks functionality
- Comfortable using a computer and interest in working primarily on a computer
- Strong interest in process improvement and developing solutions for team efficiency
- Dedicated to accurate and timely reporting; detail oriented while meeting strict deadlines
- Exceptional at multitasking and quickly shifting from task to task with team members
- Must have exceptional interpersonal skills, demonstrate highest level of self-awareness, professionalism and integrity with all internal and external parties and the public
- Experience in Fund Development, desirable but not required
- Interest in Natural Resources and Conservation Programs, desirable but not required
THE ORGANIZATION – THOMAS JEFFERSON SOIL AND WATER CONSERVATION DISTRICT (TJSWCD)
The Thomas Jefferson Soil and Water Conservation District (TJSWCD) serves the Virginia counties of Albemarle, Fluvanna, Louisa and Nelson, as well as the city of Charlottesville. Soil and Water Conservation Districts are self-governed subdivisions of State government. The 47 Districts across Virginia are funded through local government appropriations and State and Federal grants. The Board of Directors of each District is made up of unpaid, locally elected citizens who set priorities and guide the activities and programs of the District.
The TJSWCD works in partnership with various local, state and federal agencies and organizations. These partnerships allow us to provide comprehensive and efficient natural resource assistance. Being locally directed, Districts are in the position to be able to respond to local concerns. Upon request, our programs and activities can vary to meet the needs of the localities.
THE EXPECTATIONS
Essential functions include, but are not limited to, the following:
- Develops draft budget including expenditure and revenue estimates associated with new and expanded programs for the TJSWCD and Foundation;
- Prepares monthly and annual Financial Reports for the TJSWCD and Foundation including the end-of-year reconciliation; and Annual Audit;
- Process Monthly Payroll including VRS, ICMA-RC
- Develops and is responsible for database oversight and monitoring; analyze complex problems to include ensuring the accuracy of all staff data in various data management systems in order to maintain TJSWCD funding levels and maximum federal and state funding;
- Researches, analyzes, and writes monthly, annual, and special reports as required to include expense tracking of all grant funds and financial analysis reports for internal and external customers;
- Utilize QuickBooks data to develop revenue and expense trends, projection analysis and forecasting;
- Conducts in-depth and advanced Financial research to compile information on the TJSWCD, cost of services/programs and benefits of services/programs;
- Conducts analyses to include statistical techniques (e.g. aggregation and disaggregation of data, correlations);
- Researches and evaluates existing and proposed administrative or operational policies, practices, and techniques and recommends improvements;
- Consults with and coordinates financial projects with other divisions and government organizations on matters of mutual interests;
- Represents the TJSWCD as delegated on matters involving data processing as it relates to financial services;
- Uses technology skills to analyze and make recommendations to improve departmental/organizational functions;
- Maintains knowledge of state-of-the-art computer technology applications for the TJSWCD;
- Completes surveys on a variety of functions and analyzes data;
- Develops and manages longitudinal data files, assuring that information is maintained accurately;
- Develops and prepares public information materials;
- Prepares budget documents for grants and programs;
- Follows up and carries out various administrative functions;
- Utilizes Web publishing skills to enhance and produce publications;
- May be required to design and develop computer-based applications;
- Performs other related duties as required.
THE QUALIFICATIONS
Any combination of education and experience equivalent to graduation from an accredited four-year college or university with major work in business or public administration; three to five years experience of a responsible nature in bookkeeping, accounting, office management or related, including some supervisory experience. Considerable experience using personal computer and mainframe applications.
Thorough knowledge of the principles, practices, and techniques of public or business administration; thorough knowledge of department objectives, procedures, and organization; knowledge of state-of-the-art analysis procedures and techniques; knowledge of cost/benefit, forecasting and statistical techniques; ability to devise detailed procedures and methodology; ability to plan, organize, and direct the work of others; ability to communicate complex ideas effectively, both orally and in writing; ability to establish and maintain effective working relationships with officials, other employees, and the general public; knowledge of and ability to use personal computer applications to include spreadsheets, graphics, word processing and desktop publishing; knowledge of PC programming; ability to develop reports and analyze data.
THE PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS
Work is typically performed in an office setting with occasional extended periods of time at computer terminals. Occasional visits to off-site school and county locations is required. Requires working hours beyond set hours and days. Frequent telephonic and personal contact with Department Heads, Principals, internal and external organizations at County and State level, employees and the general public is required. Must be able to perform medium lifting of up to 25 pounds.
THE HIRING SALARY RANGE
The hiring salary range for this position is $41,549 - $49,859 per year depending on qualifications, experience, and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA Non-exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy,§P-60.
