The Business Process Analyst is responsible for performing complex professional level projects and analysis that require a high degree of specialized knowledge. Conducts research, provides data, makes recommendations, and implements solutions to achieve project goals and objectives. Analyzes and practices effective communication strategies across programs, departments, community partners, and customers; develops, summarizes, and maintains administrative, operations and fiscal records; fosters cooperative working relationships among County and School departments and acts as a liaison with various community, public and regulatory agencies. The position supports all departments, divisions, units, agencies, and organizations, including Schools that are served by the County’s financial systems. 

 

Essential functions include and are not limited to the following:

  • Performs planning and analysis of new, enhanced, improved or revised existing work, information systems or related technologies, strategies, standards, policy and procedures, continuous improvement, and budget for assigned projects. May serve as project manager.
  • Coordinates and performs professional-level work in such areas as financial and operations reporting; applications and systems maintenance, management, and upgrades.
  • Ensures management and compliance with policy, procedures and guidelines of the Finance Department.
  • Develop test procedures to ensure existing system software and modifications meet user specifications and maintain the integrity of financial application data business practices;
  • Participate on the development and testing of new or modified reports, report formats, customization of programs to manipulate data or changes to file structure, and create or update functional specifications for new or modified reports and applications;
  • Work with all levels of the organization to introduce and implement changes in business processes and application practices affecting local government and school operations, to include making managerial-level recommendations and decisions for system-related business processes and technologies;
  • Communicates orally, in writing, or through display activities, plans, objectives and goals with colleagues, managers, employees, and County/School divisions.
  • Assists with and coordinates and organizes special events; represents the Department to explain, provide outreach and public education programs to stakeholders and affected parties.
  • Coordinate, attend, and participate in both County and Department team meetings related to County and Department related needs and applications;
  • Performs information security and information technology functions for the department;
  • Offers a wide range of communication skills and supports the organizations missions as a strategic resource;
  • Analyzes audiences and develops effective communication strategies;
  • Creates compelling content regarding services and initiatives for distribution through a variety of platforms including website and print across multiple touch points;
  • Organizes, writes, assists, and/or coordinates the development, review, and maintenance of the department’s financial applications and systems;
  • May supervise administrative personnel.
  • Performs other duties as assigned.

QUALIFICATIONS: Any combination of education and experience equivalent to graduation from an accredited college or university with a bachelor’s degree in Business Administration, Public Administration, Finance/Accounting, or Computer Science. Two years of experience with financial reporting, data analysis, project management, operations management in the areas of accounting, purchasing, payroll, tax administration, collections or real estate appraisal.

 

Ability to use a variety of software packages including word processing, presentation, spreadsheet programs, accounting and database programs, and the Internet; ability to plan, organize and direct staff and lead teams; ability to collect and analyze data; ability to express complex ideas effectively orally and in writing; ability to establish and maintain effective working relationships with officials, employees, vendors, and the public; ability to instruct others in specific operational procedures and financial requirements; demonstrable skill sets in SQL query and reporting, broad understanding of operations and transactions processing in the Finance area. Should exhibit strong leadership attitude in support of project, Department and County/School goals, and ability to lead others in a team environment. Strategically focused by contributing to and achieving departmental goals and visions. Outstanding written and communication skills. Competency and experience with developing communication plans utilizing various communication channels including online and print. Demonstrates superior organizational skills; project and people management skills. Demonstrates success at meeting deadlines.

 

PHYSICAL CONDITIONS AND NATURE OF WORK CONTACTS:  Works typically sitting in an office with occasional walking, lifting and other limited physical activities. Regular contact with staff is necessary. Communication will require tact and discretion, and reflect the need to motivate, persuade or influence individuals or groups.

 

SALARY:  Hiring Range: $21.43 - $$25.71/per hour based on experience, education and internal equity.

               (Annual Equivalent: $44,578 - $53,494)   
                Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
